    NAVFAC Atlantic Awards $5B Global Contingency Construction Contract

    NORFOLK, Va. – Naval Facilities Engineering Systems Command (NAVFAC) Atlantic awarded six businesses Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Contracts (MAC) July 15 for contingency construction projects with a maximum amount of $5,000,000,000.

    One of the largest contracts ever awarded by the NAVFAC enterprise, the IDIQ will cover projects worldwide and was greatly anticipated by the systems command.

    “This contract award greatly enhances our capability to provide rapid and agile response to meet the Navy’s ever changing contingency requirements from natural disasters to humanitarian efforts to assisting in military conflict,” said Rear Adm. Dean VanderLey, commander NAVFAC Atlantic.

    The contract provides for supervision, equipment, materials, labor, travel, and all means necessary to provide an immediate response for civilian construction contract capability. This includes construction and related engineering services in response to natural disaster response, humanitarian efforts, conflict, emergent mission critical requirements, or projects with similar characteristics.

    Each of the six winning bidders are awarded an IDIQ MAC with provisions to issue cost plus award fee or firm fixed price task orders for a base period with seven option years. Winning bidders are:
    • Aptim Federal Services, LLC - Baton Rouge, Louisiana (N62470-21-D-0018)
    • CDM, a joint venture - Fairfax, Virginia (N62470-21-D-0019)
    • ECC Contingency Constructors, LLC - Virginia Beach, Virginia (N62470-21-D-0020)
    • Gilbane Federal - Concord, California (N62470-21-D-0021)
    • Jacobs Project Management Co. - Dallas, TX (N62470-21-D-0022);
    • Perini Management Services, Inc. - Framingham, MA 01701 (N62470-21-D-0023)

    The work also includes the capability to set up and operate material liaison offices at a deployed site in support of Naval Construction Force operations. Work may also include occasional projects to ensure readiness to perform under emergency situations, a crucial capacity for NAVFAC according to
    Linda Stein, NAVFAC Atlantic contracting officer.

    “We’re excited about this innovative contingency contract being added to our existing NAVFAC toolbox,” said Stein. “This contract encompasses cutting-edge procedures geared to unique rapid response/emergency missions. NAVFAC will deliver on its promise to provide contingency construction support, surge to meet emerging requirements, and provide the necessary capability and flexibility to support the Navy’s mission in today’s ever changing world.”

    The term of the contract is not to exceed 96 months, with an expected completion date of July 2029. Fiscal 2021 supervision, inspection, and overhead (SIOH) contract funds in the amount of $150,000 ($25,000 per contractor) are obligated on this award and will expire at the end of the current fiscal year.

    Future task orders will be primarily funded by military construction (MILCON) and operations and maintenance, (Navy) (O&MN). This contract was competitively procured via the System for Award Management website with nine proposals received.

    These six contractors may compete for task orders under the terms and conditions of the awarded contract. Naval Facilities Engineering Systems Command, Atlantic, Norfolk, VA is the contracting activity.
