Norfolk, Va. -- Naval Computer and Telecommunications Station Hampton Roads (NCTS HR) held a Change of Command ceremony at the Joint Forces Staff College in Norfolk, VA, on October 15th.
During the ceremony, Capt. Chris Goodson transferred responsibility as the Commanding Officer to Cmdr. Brian Conner.
"Serving as the CO of NCTS Hampton Roads has been an incredible honor, with some notable achievements by this team along the way. Your performance keeping the fleet up on network services during the pandemic, major system upgrades, and active combat operations was absolutely flawless. Cmdr. Conner inherits a team that is more than prepared and dedicated to meeting the challenge of delivering responsive, resilient, and secure operational and tactical C2 capabilities worldwide."
Capt. Bob Carmickle, Naval Computer and Telecommunications Area Master Station Atlantic Commanding Officer (NCTAMS LANT), presided over the ceremony, praising Goodson for his exceptional leadership and dedication to the command.
“Capt. Goodson is a truly remarkable leader. Despite all the trials and tribulations while operating in extremely dynamic COVID-19 operating environment, Chris was able to put safety first while maintaining 100% mission continuity. Thank you for all you’ve done for NCTS Hampton Roads and congratulations on a successful command,” said Carmickle. “Cmdr. Conner congratulations on your assignment. To the civilians and sailors at Hampton Roads, Brian Conner is an accomplished Officer. He stands ready to lead from the front. You are truly in good hands. Brian, I look forward to your success at this command.”
Capt. Goodson is a native of Lincolnton, North Carolina, graduated from Norfolk State University in 2000, and commissioned as an Ensign through the Enlisted Commissioning Program (ECP). Captain Goodson holds a Master’s Degree from the U.S. Naval Postgraduate School in Information Systems Technology Management.
Cmdr. Conner, reports from duty as the Assured Command and Control Advisor at the Naval Information Warfighting Development Center.

As we prepare to transition a considerable mission footprint into the new NCTAMS LANT facility, I have no doubt that this team will maintain our edge and not lose sight of what the fleet needs.” said Conner.
Cmdr. Brian Conner, a native of Birmingham, Alabama, enlisted into the Navy in 1996 as an Electronics Technician. He was commissioned through NROTC Unit Hampton Roads and graduated with a Bachelor’s degree in Communications from Old Dominion University. He attended the Naval Postgraduate School and earned a Master's degree in Information Technology Management. He is also graduate of the Joint Forces Staff College.
NCTS HR is also the home of the Unified Atlantic Region Network Operations Center (UARNOC) and delivers critical fleet communications to over 700 afloat and shore based operational commands in the Atlantic Fleet. All Internet Protocol services, to include classified and unclassified email and internet for all afloat units in the 2nd and 4th Fleet Areas of Responsibility are supported by UARNOC. NCTS HR operationally reports to Commander 10th Fleet via Task Force 1010, Naval Network Warfare Command, and NCTAMS LANT.
