    Minster President Malu Dreyer/Health Minister Clemens Hoch: More protection for old people's homes and nursing homes – Booster vaccinations – Fewer restrictions outdoors

    The Council of Ministers discussed the 27th Corona Control Ordinance. It will go in effect on Monday, Nov. 8. After that, a triad applies: more booster vaccinations, mandatory testing for unvaccinated people in the field of care, fewer restrictions outdoors. It is true that the majority of the adult population now has complete vaccination protection. However, in view of the rising number of infections, there is a threat of a significant burden in hospitals. Currently, a pandemic of the unvaccinated is visible.

    The warning level mechanism of the regulation takes this into account: If the numbers continue to rise, further restrictions will only apply to unvaccinated people. The Council of Ministers also decided today to massively expand booster vaccinations, with support services for geriatric care facilities and a written request for people over 70. In Rheinland-Pfalz, every adult whose second vaccination was more than six months ago can also easily get a booster vaccination at the state's vaccination buses in the future, said Minister President Malu Dreyer and Health Minister Clemens Hoch today in Mainz.

    "We have once again adjusted the tracks in order to get through the winter well and safely. We still need protective measures – such as masks, distance and 2Gplus rules – even if the German Bundestag decides to let the 'epidemic situation of national significance' expire on 25 November 2021. The end of the epidemic situation of national significance does not mean the end of the pandemic. Wherever people still need special protection, we are increasing the obligation to test for unvaccinated people and are pushing booster vaccinations," said Minster President Malu Dreyer. Therefore, the regulation stipulates that in order to protect the most vulnerable persons, a daily testing obligation for unvaccinated staff in hospitals is required. This also applies to care facilities and integration assistance facilities as well as in similar institutions.

    "We are increasingly seeing cases of infection again within vulnerable groups, especially in older people in need of care," said the Minister President. In Rheinland-Pfalz, booster vaccinations are carried out in particular by doctors in private practice and mobile vaccination teams. By the end of October, 107,768 people had already received their booster shot. Specialist staff in hospitals as well as old people's and care facilities are also appealed to check their vaccination status. "Even if there is no general obligation to vaccinate, we all have a duty to take responsibility for the people around us. My clear request: Please get vaccinated," stressed Minister President Malu Dreyer. "With a daily testing requirement for unvaccinated individuals in these facilities, we will provide additional safety."

    Health Minister Clemens Hoch announced in a 5-point paper that he wanted to speed up third-party vaccinations in general: (1) Every geriatric and nursing home will be sensitized again, (2) more mobile teams will be deployed, (3) all people in Rheinland-Pfalz over the age of 70 will be contacted and invited to get vaccinated, (4) there will be ten hospital locations where we will have decentralized vaccination centers together with the hospital society open on certain vaccination days. These are scheduled to be launched in mid-November. (5) An additional 500 vaccination bus appointments will be offered by the end of the year. This corresponds to a doubling of the original planning.

    "According to the recommendations of the Standing Committee on Vaccination (STIKO), these are particularly possible for people over 70 years of age after six months. In Rheinland-Pfalz, this can and will be done mainly by the doctors in private practice. If we look at the vaccination figures in May 2021 alone, it should theoretically be possible to perform more than 282,241 third-party vaccinations in November. We work hand in hand with the medical profession and trust in the promise that this need can be met and support with additional offers from the state," said the two politicians.

    There will be an ease on restrictions outdoors. Thus, Christmas markets and St. Martin's parades can take place without mask, distance and contact tracking.

    In general:

    The regulation on contact restriction in public spaces is no longer applicable. The same applies to the 1 person per 5 sqm limit, which previously applied in public and commercial facilities.

    Fewer outdoor restrictions:

    For outdoor events, there are only restrictions if the participants are assigned fixed seats and if there is an admission control or ticket sale in place. In these cases, the test obligation applies. The limit of 25,000 spectators is no longer applicable. According to this regulation, St. Martin’s parades and Christmas markets are without restrictions, i.e. without distance, without mask and without 3G rules.

    Clear rules for indoors:

    In the other areas (for example sports, leisure, gastronomy, culture), the protective measures are limited to the indoor area. In addition, the 27th Corona Control Ordinance provides for relatively few adjustments indoors. Here, 2Gplus regulation remains in effect for events.

    Hotel industry:

    The permitted number of 25, ten or five non-immunized persons, which drops the distance requirement and the mask requirement, will in future also be applied in accommodation facilities.
