NORFOLK, Va. (Nov. 15, 2021) - Commander, U.S. 2nd Fleet (C2F), hosted the U.S. Coast Guard Atlantic Area and the Canadian Armed Forces’ Joint Task Force Atlantic for the 2021 Tri-Party Staff Talks, following Frontier Sentinel 2021 Live Exercise, at C2F’s headquarters aboard Naval Support Activity (NSA) Hampton Roads, Nov. 15.
During the staff talks, members of the staffs discussed the many facets of operating with our Allies and partners in the Atlantic area of operations and providing for a shared, collective defense of the homeland during an era of strategic competition. Exercise Frontier Sentinel 2021 also provided an opportunity to assess current and future capabilities during the 2021 Tri-Party Staff Talks.
“These staff talks, as well as these exercises, emphasize the continued importance that interoperability plays in maintaining a stable, rules-based order in the Atlantic,” said Vice Adm. Daniel Dwyer, commander, U.S. 2nd Fleet. “Our discussions now, in preparation for future operations with our allies and partners, ensure success throughout all warfare domains above, on, and below the Atlantic and Arctic areas of operation.”
Frontier Sentinel is an annual exercise between the three organizations that is the penultimate activity for ensuring the ability of the tri-party commands and tactical assets to work together. It places particular emphasis on highlighting challenges to interoperability and identifying solutions. Frontier Sentinel 21 was a live exercise based on feedback from last year’s table-top exercise and discussions that took place during Tri-Party Staff Talks in 2020.
“The importance of the relationship between our three organizations, our ability to easily communicate and coordinate our shared priorities, and our ability to react to emerging issues off the eastern coast of North America cannot be understated,” said Royal Canadian Navy Rear Adm. Brian Santarpia, commander, Joint Task Force Atlantic. “Our collective defense of North America is essential to ensuring our mutual sovereignty and security.”
Other topics of discussion during the staff talks included operations and planning, information sharing and communication, and public affairs. Staff members outlined the strategic, collective defense of North America in both the Atlantic and Arctic. Discussions highlighted how the integrated battlespace will shape training evolutions and future exercises, as well as the roles each party would play in supporting one another.

Steven Poulin, commander, Coast Guard Atlantic Area. “Whether the challenge is defense readiness, search & rescue, or emergent maritime threats, the cooperation between the Tri-Party members serves to ensure the well-being and security of our respective nations."
U.S. 2nd Fleet, reestablished in 2018 in response to the changing global security environment, develops and employs maritime forces ready to fight across multiple domains in the Atlantic and Arctic in order to ensure access, deter aggression and defend U.S., allied, and partner interests.
