CORPUS CHRISTI, TX – A proclamation recognizing the first Intergovernmental Support Agreement (IGSA) between Nueces County and Naval Air Station Corpus Christi (NASCC) was signed, Nov. 22.

Judge Barbara Canales of Nueces County, Texas, and Capt. Christopher Jason, commanding officer, NASCC, entered into this partnership, which will support mission resilience and local jobs.

“The IGSA is the culmination of many hours of hard work by employees from our Public Works Department and Nueces County,” Jason said.

Under this historic agreement, Nueces County will provide potable water utility installation and maintenance for NAS Corpus Christi for the next 10 years, at significant savings over previous water utility services acquired by the Navy. The County will perform up to $1 million worth of projects each year, both responding to emergency outages and recapitalizing the drinking water distribution system. This will make the base’s aging infrastructure more resilient and help ensure that NAS Corpus Christi continues its mission of providing the best possible service and facilities to its customers with pride.

In this significant agreement, the County will recover all direct and indirect costs, plus an administrative fee for oversight. The work will be performed by Texas businesses, enhancing local employment opportunities and providing new non-tax revenue for the County.
“This agreement will enable NAS Corpus Christi to receive services more efficiently and at a reduced cost, enhancing our ability to meet our mission and support the 10,000 people who live, work, and visit the base, while also strengthening our relationship with the Coastal Bend community,” said Jason.

“Nueces County is proud to continue the long history of the community in support of the critical national defense missions of NAS Corpus Christi,” Judge Canales added. “We look forward to expanding this relationship through the years in ways that enable us to not only enhance the Navy’s mission resilience, but also improve Nueces County’s ability to serve our
    citizens.”

Public Works expects to benefit from the agreement through the ability to be more responsive to potable water line maintenance and repair requirements occurring on the installation, while seeing a decrease in the cost of services performed, according to Cmdr. Stephen Lampert, NASCC public works director.

“Public Works is currently coordinating with the County for the first repairs under this agreement – repairing a number of broken fire hydrants on the installation,” Jason added.

The Intergovernmental Support Agreement (IGSA) authority streamlines the partnership process between military installations and the communities who host them. Under an IGSA, a state or local government entity may offer the full range of goods and services they acquire for themselves to a military installation within their jurisdiction at cost, which often generates
    considerable savings for military installations.

Naval Air Station Corpus Christi provides the best possible service and facilities to our customers with pride. Our function is to maintain and operate facilities, and provide service and material, to support operations of aviation facilities and units of the Naval Air Training Command, the Corpus Christi Army Depot, and the approximately 40 other tenant activities
    aboard the installation.
