    Naval Facilities Engineering Command Pacific

    CHINA LAKE – China Lake – Naval Facilities Engineering Systems Command (NAVFAC) Officer in Charge of Construction (OICC) China Lake announced Cmdr. Kyle Crass as the OICC China Lake Military Engineer of the Year for fiscal year 2022.

    As OICC China Lake Supervisory General Engineer, he was responsible for the execution of 11 Design Build projects valued in excess of $749M and oversaw the design phase and construction placement in excess of $161M of his assigned projects during Fiscal year 2021. Under his leadership, he directly supervised five military members, three Department of the Navy civilians, and four contractors.

    “Congratulations to Cmdr. Crass for earning the recognition of being OICC China Lake’s 2022 Military Engineer of the Year," said OICC China Lake Commanding Officer Capt. Laurie Scott. "This award is befitting his professional contributions, leadership, and the vast experiences, he brought in executing earthquake recovery projects as part of the OICC China Lake team."

    Crass was integral in the negotiations of several complex, highly technical and contentions modifications valued in excess of $18M. He also, championed the uniform use of the Electronic Construction Management System (eCMS) as the Government's construction management software system across the Earthquake Recovery Program.

    Crass also, spearheaded the start of an integrated military member strategic skills program, where Seabees from NMCB-3 and NMCB-4 are paired up with commercial contractors to learn commercial construction techniques to further their expertise in construction, enhancing Naval Construction Force capabilities worldwide.

    Prior to joining the OICC China Lake team, he served as Resident Engineer and Administrative Contracting Officer (ACO) and Contracting Officer’s Representative (COR), for the Army Corps of Engineers Northwest Resident Office with direct responsibility for $170M in active contracts work and contract modifications up to $500,000.

    Crass is a graduate of University of Washington with a Bachelor of Science in Civil and Environmental Engineering. Attained his Masters of Business Administration, Keller Graduate School of Management. He is a licensed Professional Engineer in the State of Washington and Nevada.
