MARINE CORPS BASE QUANTICO, Va. – The morning commute to Marine Corps Base (MCB) Quantico along MCB-1 Russell Road is now a little smoother and safer with the completion of roadwork between Interstate 95 and Route 1.
About a year ago a portion of Russell Road began to shift; a few guard rails began to lean and become uprooted. After further inspection it was clear that the culvert, used to carry storm water away from the road, had collapsed.
“On the south side you had some failing slopes due to utility installs, they weren’t compacted properly, and then on the north side, you actually had a sink hole from the failing pipe that was underneath the road,” said Lucas Hisghman, construction services branch chief for Prince William County Department of Public Works. “Both of which got fixed,” he continued.
While Russell Road is accessible to the public, it is MCB Quantico’s property, and falls under the responsibility of the base to maintain; if left unrepaired, it could have affected the many thousands of people living, working and commuting through Quantico and the surrounding areas.
Marine Corps Base Quantico leadership worked with Prince William County through the Intergovernmental Support Agreement (IGSA) to assess the situation and make repairs as quickly and cost-effectively as possible.
“It was great to be able to recognize a problem that could’ve impacted thousands of people on base and even more in the surrounding community, and develop a solution with our Prince William County partners,” said Cmdr. Benjamin Hofman, Public Works Officer, MCB Quantico. “You can see the impact that the complete project has on everyone who commutes via Russell Road.”
The IGSA with Prince William County saved the base nearly $200,000, bringing the total cost of the project to $387,129. Repairs included replacing a 30 foot stretch of guard rail, restoring the slopes that held up the road, and replacing the culvert that runs under the road carrying storm water away and to the creek.
MCB Quantico has a history of collaborating with the surrounding community using partnership agreements with local, state, and other federal government organizations. Through the IGSA with Prince William County, the base is able to secure materials, equipment, and supplies in support of operations and maintenance of the installation, which in turn reduces costs and enhances mission effectiveness.
“The agreement allows Marine Corps Base Quantico access to the services that Prince William County can provide, on a reimbursable basis, so it really adds more flexibility, to our ability to get the mission accomplished with regards to the facilities,” said Hofman. “Specifically, they’re efficient with the roadways and the traffic systems, where the base mainly focuses on buildings and utilities, so it’s a great partnership in that regards.”
Cmdr. Hofman, Lucas Hisghman and Carl Morgans who is the environmental engineer for Public Works, MCB Quantico, attended the final walk through and punch list meeting on Dec. 13, 2021, where they confirmed the work was complete and up to standards.
“From what I’ve seen, the work looks good and serviceable,” said Morgans. “I am impressed that the county was able to work so fast and have a good product in very rough terrain, …it was a challenge, and they lived up to the challenge.”
The IGSA is a mutually beneficial program to both the base and county by saving military resources, strengthening relationships, and showcasing support by the local community.
Both lanes along Russell Road are now reopened to Quantico traffic.
