    DAKAR, Senegal (March 18, 2022) – The Expeditionary Sea Base USS Hershel “Woody” Williams (ESB 4) hosted a senior leadership reception aboard following closing ceremonies for Exercise Obangame Express 2022 (OE22), while in port in Dakar, Senegal, March 18, 2022.

    The senior leadership reception consisted of representatives from participating nations, and offered a chance for members of different operational areas during the exercise to discuss OE22.

    “When we are able to work and train together with our partners and allies, our relationships grow stronger and our collective capabilities grow as well,” said Capt. Michael Concannon, commanding officer, USSHershel “Woody” Williams. “We are extremely grateful for the host country of Senegal for allowing us the opportunity to be here, and it is an honor to host our friends, partners and allies for this reception.”

    During the reception, attendees were provided with a tour of the ship and subject matter experts were able to discuss the ship, its capabilities, and view the static displays set up by the crew.

    The 32 nations participating this year include Angola, Belgium, Benin, Brazil, Cabo Verde, Cameroon, Canada, Cote d’Ivoire, Democratic Republic of Congo, Denmark, Equatorial Guinea, France, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Italy, Liberia, Morocco, Namibia, Netherlands, Nigeria, Poland, Portugal, Republic of Congo, Sao Tome & Principe, Senegal, Sierra Leone, Spain, Togo, and the United States. Also participating will be the Economic Community of West African States (ECOWAS) and the Economic Community of Central African States (ECCAS).

    Obangame Express is one of three African regional Express series exercises sponsored by U.S. Africa Command and facilitated by U.S. Naval Forces Africa-U.S. Sixth Fleet (NAVAF/SIXTHFLT). Obangame is held in the Gulf of Guinea; Phenix Express in the Mediterranean, and Cutlass Express in East Africa/Western Indian Ocean.

    Following the reception in Dakar, Senegal, Hershel “Woody” Williams will continue their scheduled deployment in the U.S. Sixth Fleet area of operations.

    USS Hershel "Woody" Williams is the first warship permanently assigned to the U.S. Africa Command area of responsibility. The U.S. shares a common interest with African partner nations in ensuring security, safety, and freedom of navigation on the waters surrounding the continent, because these waters are critical for Africa's prosperity and access to global markets.

    The ESB ship class is a highly flexible platform that operates across a broad range of military operations. Acting as a mobile sea base, they are part of the critical access infrastructure that supports the deployment of forces and supplies to support missions assigned.

    For over 70 years, U.S. Sixth Fleet forces have forged strategic relationships with our allies and partners and solidified a foundation of shared values, experiences, and vision aimed at preserving security and stability.

    U.S. Naval Forces Europe-Africa/U.S. Sixth Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.
