    NavalX signs new collaboration agreement with DEFENSEWERX

    NavalX signed a new Partnership Intermediary Agreement (PIA) with DEFENSEWERX to meet the mission of accelerating technology transitions in the Department of the Navy earlier this spring.

    The PIA with DEFENSEWERX is designed to provide services that will increase the likelihood of success in the conduct of cooperative or joint research, development, testing and engineering activities among small business firms, and educational institutions. This includes tech scanning, prototyping assistance, the planning and execution of innovation forums and collaboration events between the Navy and non-traditional and academic partners. In addition, DEFENSEWERX will provide the people and facilities requested to roll out PIA initiatives.

    “NavalX helps us build a Strategic Hedge to support our larger, expensive platforms -- integrating and using new technologies and unmanned platforms throughout the Naval Research Enterprise and with our partners,” said Rear Adm. Lorin Selby, Chief of Naval Research. “Agreements like this provide the flexibility required to assess potential technology solutions, quickly.”

    Established in 2019, NavalX is the Navy’s agility cell, serving as the platform to connect Navy and Marine Corps challenges with solutions from industry and academia, as well as find existing solutions within the Navy.

    “Our objective to change the culture of the Navy to be more agile and innovative in its development, sustainment and acquisition approaches, is unwavering,” said Capt. Benjamin "Nut" Van Buskirk, NavalX director. “We are evolving our tactics to meet the needs of our customers and continue our number one goal: guide stakeholders in delivering capability to the warfighter.”

    Engaging Sailors, Marines, and the Navy’s civilian workforce on challenges over the last three years has led to an understanding of where there is room to improve, train, and equip the people that keep the US safe. At times, the tools and technology required to succeed are nestled within non-traditional industry partners and academia.

    “The Navy has been pushing non-FAR [federal acquisition regulation] based contracts and agreements in order to complement traditional government acquisition programs to transition technology to the warfighter,” said Van Buskirk. “This PIA will allow for more clear communication with our industrial base, accelerating our ability to partner with industry to adapt emerging capabilities into dual-use products that can scale into defense.”

    A PIA is an agreement between the government and an intermediary organization, such as state and/or local governmental agencies and nonprofit entities. The agreement seeks to engage academia and industry on behalf of government to accelerate tech transfer.
