Camp Schwab is active with community relations events. Even during the COVID-19 pandemic, with the strict preventative measures and avoiding close contact, Marines and Navy personnel still found ways to support neighboring communities through activities like cleaning the beaches and gifting goodies to children for Halloween and Christmas. However, many major recurring activities with local residents, such as English programs for small children and grown-ups, had to be cancelled due to the pandemic.

After the lift of Okinawa's pre-emergency measures for COVID-19, English classes for adult students started up again. This program was initiated in 2001 to encourage residents of the neighboring communities to apply for base jobs, with the first class beginning in 2002. Over the past 20 years, thousands of people have participated in the program.

During the class on March 2, a reporter from Yomiuri newspaper, one of the major newspapers in Japan, came to cover the Adult English Class program held at the Education Center, Camp Schwab.

The recent article on the Marine Corps website www.japan.marines.mil and the Marine Corps social media; Facebook, Twitter, and Instagram, both in Japanese, had caught the eyes of the reporter.

With over 20 students, out of which 10 were Marines and Navy volunteers, the class began with a self-introduction in English by the newspaper reporter, followed by a question-and-answer session between Japanese students and the American volunteers attending the class for the first time.

In the second half of the class, participants were divided into four groups. Japanese and Americans cooperated with each other through a "word game" using English and Japanese adjectives, and the classroom was filled with laughter and fun throughout the group session.

This program has been operated by Fumio Iha, community relations specialist for Camp Schwab, for the last 20 years. According to Iha, the class had over 180 students at one time. Before COVID-19, there were usually about 100 students registered and at least 60 of them filled the classes.

Due to the number of students, Iha separated the participants into four classes. Sometimes, with requests from students, he separated classes by the skill level or age group for a more effective way to run the classes. He chose topics accordingly with their level and interests.

"I really like this class," Kanna Hanashiro, the new student attending both days. "I am certain that I can improve listening and speaking in this class." Hanashiro works at a preschool and found out about this class from her coworker. She is looking to advance her career to a more challenging job where she can use English more.

The program is open to local residents, but it has never been advertised outside due to the identification verification for the background check. It has only been spread by word of mouth with recommendation from existing students.

Honoka Higa, a university student, has attended the program every time since last August, except when the class was suspended due to the pandemic. She was introduced to the class by a customer where she works part time.

"It is really fun and what we do here stays in my head!" said Higa. When asked if she would tell anyone about this program, "No, I don't want to share because this class is too good!" Jokingly, with a big smile on her face, she replied.

1st Lt. Daisy Alvarado, a logistics officer with Combat Logistics Battalion 4, 3rd Marine Logistics Group, has been volunteering with the program ever since she came to Camp Schwab over a year ago. According to Alvarado, she already knew about the program even before she came here because her mentor had informed her.

"Everything they told me about the program, it was realistically what it is! It lived up to its reputation!" Alvarado enjoys volunteering, learning about people and Japanese culture. "I made a lot of friends through this class," smiled Alvarado.

　キャンプ・シュワブは地域にとけこんだ活動に積極的である。コロナ禍においても、厳しい予防策を取り、密を避けつつ、海兵隊員や海軍兵は、海岸の清掃やハロウィーンやクリスマスに子供たちにプレゼントを準備するなど、少しでも近隣社会をサポートしようと努めた。しかし、小さな子供や大人を対象とした英語講座など、地域住民との定期的な活動の多くは、パンデミックのために中止せざるを得ない時もあった。

　沖縄県においての新型コロナウイルス感染症まん延防止等重点措置が解除された後、社会人のための英語教室が再び始まった。このプログラムは、近隣住民の基地内就職への応募を促進するために２００１年に発案され、２００２年から運用が開始された。この20年間、数千人がプログラムに参加してきた。

　３月２日のクラスでは、海兵隊のウェブサイト（www.japan.marines.mil）と海兵隊のSNS（Facebook、Twitter、Instagram）に掲載された日本語の記事に目をとめた日本の大手新聞社である読売新聞の記者も、キャンプ・シュワブ教育センターで行われた「社会人英語講座プログラム」を取材に訪れた。

　当日は、海兵隊と海軍兵のボランティア10名を含む20名以上の受講生が参加し、新聞記者による英語での自己紹介から始まり、日本人受講生と初めて参加したアメリカ人ボランティアとの質疑応答が行われた。

　後半は、参加者を４つの小グループに分け、日本人とアメリカ人が協力し合い、英語と日本語の形容詞を使った「ワードゲーム」が行われた。教室は笑いに包まれ、楽しい雰囲気でグループセッションは続いた。

　このプログラムは、キャンプ・シュワブの伊波文雄基地渉外官が20年前から実施しているものである。渉外官によると、一時期は受講生が１８０名を超えることもあった。コロナ以前は、通常１００名ほどの受講生が登録し、そのうち約60名がクラスに出席していた。

　そのため、クラスは４つに分けて行われていた。また、受講生からの要望もあり、レベル別や年齢別にクラスを分けて、より効果的な講座を行うこともあった。題材なども、受講生のレベルや興味に合わせて選んでいる。

　「このクラスがとても気に入っています」と、初めての参加で、両日とも出席した保育士の玻名城カンナさん。「ここでリスニングとスピーキングがきっとうまくなると思います。」玻名城さんは同僚から講座のことを聞き、将来は英語を使う仕事に就きたいと、キャリアアップを目指しているという。

　このプログラムは基本的に地域の住民を対象に開かれているが、公に受講生の応募はしていない。セキュリティー関係の手続きのため現役の受講生からの紹介を受けて登録する場合もある。

　大学生の比嘉ほのかさんは、アルバイト先の顧客から紹介されたのがきっかけで、コロナ禍による休講期間を除き、昨年８月から毎回参加している。

　「本当に楽しいし、ここでやったことが頭に残るんです！」と比嘉さん。このプログラムを誰かに教えるかという質問には、「いや、このクラスは良すぎるから教えたくないです！」と、冗談交じりに、満面の笑みで答えた。

　第３海兵兵站群第４戦闘兵站大隊のデイジー・アルバラード中尉は、１年以上前にキャンプ・シュワブに赴任して以来、このプログラムにボランティアとして参加している。アルバラード中尉によると、プログラムについては、ここに来る前から先輩から聞いて知っていたという。

　「このプログラムについて先輩から聞いていたことは、すべて本当だったんです。評判通りでした！」ボランティア活動を楽しみ、日本文化や日本人について学んでいるアルバラード中尉は「このクラスでたくさんの友だちができました」とにっこり微笑んだ。
