    Commander, Fleet Activities Chinhae

    One of the missions of Commander, Fleet Activities Chinhae (CFAC) is to strengthen the United States-Republic of Korea (US-ROK) Alliance. CFAC Fire and Emergency Services (F&ES) helps strengthen the alliance by engaging with their mutual aid partners and participating in joint emergency trainings.

    Through collaboration efforts with the Republic of Korea Navy (ROKN) they conduct large scale wildfire training, shipboard firefighting and fire evacuation drills with Jinhae Navy Base Command (JNBC). Additionally, CFAC F&ES conduct annual basic firefighting classes to new ROKN firefighters from JNBC, Mokpo, Pohang and Busan. The City of Changwon Fire Service, JNBC and CFAC participate in rescue training and the promotion of Fire Prevention Week each year to enhance readiness.

    On May 3 - 4, 2022, CFAC F&ES joined their counterparts at United States Army Garrison (USAG) Daegu for live fire training. These type of scenarios provide firefighters priceless experience in a real world scenario. Firefighters are able to see their hard work training pay off and to feel pride as they conduct the full scenario which entails forcible entry, stretching a fire hose to a high rise, search and rescue of a mannequin and extinguishing the fire. The training tower is located in Camp Carroll at the USAG Daegu fire training grounds. These two fire departments have been able to participate in these types of trainings twice a year since 2019.

    “Live fire trainings are one of the more dangerous evolutions firefighters can participate in, but an integral and necessary part of maintaining the vital skill set needed to work in high heat, high stress and low visibility environments that have immediate dangers to life and health.” CFAC Fire Chief, Thomas Lyszkowski said.

    A rare training opportunity was conducted in March with the City of Changwon Fire Service. The renewal of the Daeya neighborhood in Jinhae district entailed the demolishment of older buildings to make way for state of the art high rise apartment buildings. The building used for the training was a thirteen story apartment building built in the 1960s. The multitude of doors allowed each department to practice forcible entry utilizing several techniques and tools such as the Halligan bar, hydraulic “rabbit” tool and saws.

    This integration and cooperation between fire departments is mutually beneficial. The departments look to continue strengthening their relationship and participate in additional joint training such as vehicle rescue, electric vehicle safety, wildland firefighting and high rise rope rescue.

    “These joint efforts provide the fire departments an opportunity to train together, sharing differing tactics and techniques and strengthening the bonds of brotherhood shared by firefighters throughout the world,” conveyed Lyszkowski.
