KINGS BAY, Ga. (June 17, 2022) – Submarine Readiness Squadron 36 (SRS-36) held a change of command onboard Naval Submarine Base Kings Bay, Georgia, June 17.
Cmdr. Samuel Scovill relieved Cmdr. Ron Allen as the SRS-36 commanding officer in a ceremony held at the base’s chapel.
Rear Adm. John Spencer, Commander, Submarine Group 10, was the ceremony’s guest speaker and praised Allen for a successful tour.
“Ron took command shortly after COVID rose as an emerging threat, and he and his staff succeeded in providing continuous support to our Sailors through a myriad of important support functions,” said Spencer. “Ron also supported the successful completion of 18 SSBN (ballistic-missile submarine) refit periods, allowing our submarines to do what they are designed to do – go on patrol and protect the homeland.”
During the ceremony, Spencer presented Allen with a Meritorious Service Medal for his service as the squadron’s commanding officer.
“Ron, you’ve done it all, and then some,” said Spencer. “Without a doubt, you have left your mark – you’ve had a positive impact on Team Kings Bay, the Submarine Force, and by extension the U.S. Navy.”
Allen, from St. Louis, Missouri, received a Bachelor of Science in mechanical engineering from Virginia Military Institute. There he also earned his commissioning through the Naval Reserve Officer Training Corps. He holds a Master’s degree in engineering management from Old Dominion University.
“Most of our work is behind the scenes, almost unnoticeable in some cases if we’re doing it right, said Allen. “But without us, Team Kings Bay would be missing a vital piece of the puzzle. SRS-36, this is your fanfare, your time in the spotlight.”
Allen took command in June 2020. Under his command SRS-36 assisted in the completion 228 submarine movements, 18 ballistic-missile submarine refits, one major maintenance period, two extended refit periods, and six continuous maintenance availabilities.
“Matt, you’re getting a great organization manned by amazing people with the common goal of supporting Kings Bay’s missions,” said Allen speaking to the incoming commanding officer. “You’re about to embark on an amazing and important journey. I wish you the best of luck and I have no doubt SRS-36 will thrive under your leadership.”
Scovill attended Clemson University where he earned a Bachelor of Science in mechanical engineering. He received his commission via officer candidate school. He previously served as the Deputy Commodore for Strategic Readiness on the Staff of Submarine Squadron 20.
“I am really excited about this opportunity to continue Ron’s excellent work and am greatly looking forward to the next several years of working with all of Team Kings Bay with a common goal of providing the nation’s number one military priority of strategic defense and the vital mission that SSGN’s (guided-missile submarines) and their crews provide through their never ending on-station presence,” said Scovill.
Scovill's personal awards include the Meritorious Service Medal, Defense Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (five awards), and the Navy and Marine Corps Achievement Medal.
For his next command, Allen will report to Undersea Warfare Division in Washington, D.C.
SRS-36’s mission is to provide centralized administrative and support services to the submarines and staffs of Commander, Submarine Squadron 16 and 20 and all visiting and other assigned units. They also assist in material, management, personnel, and waterfront operations for the Kings Bay area.
