    ICON C2 to Serve as 24/7 Cyber Ops Center for PEO STRI Portfolio while Reducing Costs

    The U.S. Army’s Program Executive Office Simulation, Training and Instrumentation (PEO STRI) has taken a major step in modernization efforts by building and improving cyber capabilities with the recent establishment and initial operational capability of the Integrated Cyber Operations Network Control Center (ICON C2) in downtown Orlando.

    ICON C2 will serve as a hub to operate and manage a 24/7 operations center that integrates the PEO STRI portfolio of programs and systems into a centralized management platform that delivers assured networks, services and configurations.

    “ICON C2 is a vision to inspire facility convergence and technical operations and systems across PEO STRI’s portfolio systems and records,” said PEO STRI’s Dave Amorello, director for ICON C2. “As we modernize, it is crucial that we leverage enterprise-level services to the fullest extent possible.”

    Amorello said the vision of this facility is to be an interactive and collaborative center of excellence for PEO STRI; a place to serve as a one-stop shop to answer any questions or resolve any resource issues from a portfolio perspective.

    “This is a team effort,” he said. “This isn’t just us. We are here to support the mission system partners, the product teams and the centralized management construct.”

    According to Amorello, there are five key benefits of ICON C2: control, visibility, support, compliance and scope.

    “From a control standpoint, it helps us to manage many services from an enterprise perspective and provides a better return on investment while reducing the portfolio footprint as a whole,” he said, noting there are potential cost savings from hardware and software purchases, which can be sourced at an enterprise level.

    One of the primary objectives of ICON C2 is to establish an agile and responsive IT Service Management (ITSM) platform in order to synchronize service management functions in collaboration with PEO STRI programs and missions. The program also hopes to centralize configuration and change management processes that will reduce operational overhead and promote synergy by consolidating systems/infrastructure into a single reference architecture.

    Additional objectives include merging portfolio risk management framework processes/efforts into a streamlined Authority to Operate construct, consolidating PEO STRI labs into a centralized footprint to reduce operational overhead and improve collaboration, and establishing a PEO STRI Cloud Access Point with the Enterprise Cloud Management Agency.

    All of these efforts will help to create a consistent partner experience across the portfolio through documented standard operating procedures and user guides for functions delivered through the ITSM platform and reference architectures, Amorello said.

    The ICON C2 facility opened in fall 2021. Full operational capability for ICON C2 will take approximately two years.

    Amorello said the downtown location affords a great opportunity for local government, academia and some of PEO STRI’s mission partners and vendors to have a collaborative, centralized environment while also helping the economy of downtown Orlando and brining talent into the area.
