    ROCK ISLAND ARSENAL, Ill. – (July 22, 2022) The Joint Munitions Command recently launched its Business Development Office to highlight installation capabilities and increase both public-private partnerships and government-to-government business at its installations. The job of maximizing business relationships and increasing workload begins at the installation level, three of which have been designated by the Secretary of the Army as a Center of Industrial Technical Excellence.

    Receiving a CITE designation is a major accomplishment recognizing a core competency that does not exist elsewhere in the Army.

    "These designations recognize the unique capabilities the installations possess, which enables them to enter into public-private partnerships and government-to-government business," said Bill Dunkin, chief, JMC Business Development Office. "These skills support a variety of government and private industry customers, all of which enhances readiness across the Army and other services by supporting them with needed items while keeping the organic industrial base warm."

    The idea of keeping these skills "warm" is that the CITE designations will further engage the individuals involved at an operational tempo that ensures their skills are used to the highest capacity.

    “We are asking our government and private industry partners to review our CITE designations and determine if those skill sets could be used to support their products and programs,” said Dunkin. “By partnering with a CITE designated installation, our customers have access to our military-grade equipment, secure ISO-certified facilities, permitted hazardous waste management processes, on-site emergency services, secure 24/7 controlled access, easy interstate and highway access, on-site rail access, above ground and earth covered storage, a skilled workforce, and no property taxes. We also have the flexibility to surge to meet customer program needs. Partnerships are a win-win for both the U.S. Army and our partners!”

    JMC installations with a CITE designation include Pine Bluff Arsenal, Tooele Army Depot, and Letterkenny Munitions Center.

    Pine Bluff Arsenal is located in Jefferson County, Arkansas, about eight miles northwest of Pine Bluff and 30 miles southeast of Little Rock, providing America's joint Warfighter with specialized ammunition, smoke, chemical, biological, radiological, and nuclear defense capabilities through expert manufacturing, storage, and logistics. PBA has earned CITE designations for chemical and biological defense equipment (2005), smoke ammunition (2017), and textile manufacturing (2022). PBA is a world leader in the design and manufacture of smoke, riot control, and incendiary munitions, as well as chemical-biological defense operations items. It also serves as the group technology center for illuminating and infrared munitions.

    In Tooele County, Utah, the Tooele Army Depot is the Department of Defense's western region conventional ammunition hub and Ammunition Peculiar Equipment Center, which provides Warfighter readiness through ammunition logistics and Ammunition Peculiar Equipment production/maintenance. In 2010, TEAD earned a CITE for the depot level maintenance it performs in support of APE. APE enhances efficiencies in support of conventional and chemical ammunition maintenance, surveillance, demilitarization, renovation, modernization, packaging, and preservation throughout the world.

    Letterkenny Munitions Center, located on Letterkenny Army Depot in Franklin County, Pennsylvania, was designated the CITE for Army tactical missile systems, guided multiple-launch rocket systems and low-cost, reduced-range, practice- rocket missile maintenance in 2016. The munitions center conducts regional and global distribution of munitions, provides missile maintenance, and conducts demilitarization of munitions for Joint Forces and international partner nations.
