    NCIS Supervisory Special Agent Byron Garcia of NCIS Resident Agency Bremerton, Wash., received the Chang Apana Award in recognition of his outstanding work ethic and significant contributions to NCIS investigations during the National Asian Peace Officers’ Association Training and Symposium Awards Banquet on August 11 in Houston.

    The NAPOA Training and Symposium takes place every year in a major city, with this year’s training in Houston focusing on helping law enforcement agencies to build stronger relationships with their communities, recruitment and mentoring, preparing and supporting members in the promotional process, and working with various law enforcement leaders to increase and diversify the workforce.

    The Chang Apana Award is presented to individuals who represent the same dedication and determination as Detective Chang Apana, who was renowned for his energetic and fearless style as a Honolulu Police Department Detective.

    SSA Garcia’s award nomination memo notes: “[SSA Garcia] is one of the most tenacious and resourceful criminal investigators at NCIS. He deeply cares about the agency and constantly seeks ways to support NCISRA Bangor and the [NCIS Northwest Field Office] as a whole. SSA Garcia has distinguished himself and the organization through the outstanding support he provides to the NClS enterprise and the [Department of the Navy]. SSA Garcia is the highest performing Special Agent in NWFO for the last two years running and is most deserving of this prestigious honor.”

    Prior to joining NCIS, SSA Garcia served for 14 years as a corpsman in the Navy and four years as a Special Agent with the U.S. State Department. SSA Garcia was originally assigned to NCISRA Bangor, Wash., and served as the NWFO Field Training Agent Program Manager and the Major Crimes Response Team Leader. He was promoted to the role of SSA for NCISRA Bremerton in May 2022.

    The NAPOA Training and Symposium highlighted officers and personnel across agencies that have made a difference in the law enforcement domain. NAPOA strives to strengthen the integrity of our criminal justice system with safe and effective policing.
