JACKSONVILLE, Fla. – Two years ago, on Sept. 16, 2020, Hurricane Sally made landfall as a Category 2 storm near Gulf Shores, Alabama, bringing 92 mph wind gusts to Pensacola and dumping two feet of rain in the community, and damaged Naval Air Station (NAS) Pensacola.
“Over 300 facilities at NAS Pensacola suffered extensive damage at a cost exceeding half a billion dollars,” said NAS Pensacola Public Works Officer Cmdr. Jared Solether. “A construction program of this magnitude substantially exceeds the existing Public Works Department (PWD) manpower required to properly oversee such a requirement.”
On June 30, Naval Facilities Engineering Systems Command (NAVFAC) Southeast established Resident Officer in Charge of Construction (ROICC) Sally, led by Georgia native, Lt. Cmdr. Michael Yeary, to focus solely on hurricane recovery projects over the next few years.
“We are 100% focused on our mission to deliver high quality construction and repair projects for 353 damaged facilities and restore their capability to pre-Hurricane Sally levels at NAS Pensacola,” said Yeary.
A ROICC is assigned a large programmatic construction requirement and is singularly tasked with its execution. This allows NAVFAC Southeast to quickly resource and focus on high priority and rapid one time construction efforts.
Yeary stated, “In the past decade we have seen ROICCs stood up for large program requirements such as the United States Marine Corps’ Grow the Force Initiative, various disaster relief efforts, dry dock recapitalization, and other large one time programmatic construction efforts.”
ROICC Sally will have over $400 million of recovery projects under management by the end of this fiscal year. ROICC Sally operates independently, but collaboratively, with PWD Pensacola. Full Operating Capability is anticipated in November when the office will be fully staffed at 39 personnel with a mix of military, civilians and contractors. ROICC Sally is expected to remain operational until 2025.
