FORT BLISS, Texas – Chief Warrant Officer 4 Alfonso L. Hernandez, Property Book Officer, 85th U.S. Army Reserve Support Command, with direct support to 5th Armored Brigade, won The Chief of Staff, Army, Supply Excellence Award, at Fort Bliss, Texas, July 15, 2022.
Hernandez stated that per Army Regulation 710-2, the SEA’s objective was to enhance the logistical readiness and supply effectiveness of Army organizations. The program recognized Army units that demonstrated excellence in unit-level and direct support supply programs.
“Winning the award brings pride to my organization and those appointed over me,” Hernandez said.
Hernandez’s process to win the award consisted of two phases.
Phase one started with the 85th USARSC’s Command Supply Discipline program, which is a yearly inspection held by the 85th USARSC’s G4 team of Chief Warrant Officer 3 Martin Goodlin, G4 Property Book Officer, and Sgt. 1st Class Simon Chan, Senior Supply Sergeant.
After the inspection concluded, the team selected one unit out of eight brigades to represent the 85th USARSC in the competition.
“Once the unit is selected, you start the process based on the (U.S. Army Reserve Command) SEA packet,” said Hernandez.
Phase two consisted of an in-person inspection by the USARC SEA team of expert logisticians.
The USARC team evaluated packets in the categories of Mission Accomplishment, Effective Resource Management, Innovative Logistics Management, and Soldier Quality of Life.
Chief Warrant Officer 4 Hernandez said that winning the award changed how he viewed his supply sergeants.
“Now, I have more empathy for my senior supply sergeants,” said Hernandez. “I have a better understanding of my personnel and their capabilities as logisticians, and I appreciate all the hard work my personnel do at the battalion level and below.”
He also praised the 85th USARSC G4 team; particularly, 2020 and 2021 SEA recipient, Chan, for their assistance in the application process.
“They’re a phenomenal group of logistical experts whose special skillset supported me throughout the SEA process and took me to the next level,” Hernandez said.
Hernandez has served in the Army for 27 years and a property book officer for 18 years. He managed property based on the Table Distribution of Allowances for a specific organization and was responsible for $20,000,000 of reserve component equipment.
Finally, Hernandez gave his advice to other logisticians.
“Take your job seriously by focusing on regulatory guidance that can be used as a base,” said Hernandez. “Improve issues that could affect future logisticians in the accountability field, and actively seek out ways to enhance the Command Supply Discipline Program.”
