The NAVSUP Fleet Logistics Center (FLC) San Diego Operational Forces Contracting Support Team provided onsite support in San Francisco for the USS Princeton (CG 59), USS Fitzgerald (DDG 62), USS Kansas City (LCS 22) and USS Harpers Ferry (LSD 49) during San Francisco Fleet Week 2022.
“Our role at the event is to assist the Contracting Officer Representative with visibly verifying that what we paid for was provided by the Husbanding Service Provider. In the event they didn’t provide something, we coordinate with the HSP to get them to provide it or modify the task orders to ensure we don’t pay for it,” explained Jose Gomez, Division Director, Operational Forces Contracting Support NAVSUP FLC San Diego. “We need to be there to negotiate the price on the spot for urgent or last-minute items and provide instant verbal approval so the ships get what they need without delays. Essentially, we act as an agent for the ships and deal with the HSP for them.”
NAVSUP FLC San Diego assists with Husbanding Contracting Support for the ships during Fleet Week because the event is held on non-military piers which do not provide the Navy resources needed to support the event. HSPs are important because they provide the Navy with the supplies, equipment, and services they need in areas where there are no organic Navy resources. HSPs support the Navy all across the globe.
NAVSUP FLC San Diego works with the HSP to provide support to contracts for supplies and services the ship needs. These supplies and services include: tug services, pilot services, trash removal, brows and brow stands, fenders, utilities (such as potable water), cell phones, vehicles (vans and cars), and force protection/security (barriers, fencing, metal detectors, guards, etc.).
Husbanding Service Providers are an integral part of port visits as they provide the US Navy with the supplies/equipment and services they need in areas where there are no organic Navy resources. This year the awardee is Waypoint, LLC. In total, the services for San Francisco Fleet week amount to approximately $1.9 million across all four ships.
To coordinate this effort, NAVSUP FLC San Diego will interact with the 3rd Fleet Contracting Officer Representative, the ship’s Supply Officer, the ship’s supply personnel, and the HSP (contractor).
“San Francisco Fleet Week helps the U.S. Military showcase its service members, Naval Fleet, and aircraft to America,” said Jose Juarez, Deployable Contracting Officer, NAVSUP FLC San Diego. “It is both exciting and an honor to provide contracting support to the fleet during such a high visibility event. It is important to be onsite to meet with the ships supply officers and the Husbanding Service Provider we contracted to ensure the mission is accomplished and the ships have all the support they need.”
