ROCK ISLAND, Ill. – The U.S. Army Materiel Command (AMC) has decided to move future contracted “Care of Supplies in Storage” (COSIS) services used to support the U.S. Army Prepositioned Stock (APS) Program from the Enhanced Army Global Logistics Enterprise (EAGLE) basic ordering agreement (BOA) to the Army’s Logistics Civil Augmentation Program (LOGCAP) contract.
Army senior leaders made this decision after much consideration, and the decision was primarily driven by changes in the operational environment, associated with the shift of the Army’s focus to multi-domain operations and large-scale combat operations.
LOGCAP has a much broader scope of services than EAGLE, including the capability to support contingency and named operations, something EAGLE cannot do without approvals from executive-level contracting authorities. Using LOGCAP better postures the Army Service Component Commands to support a more agile approach to APS operations, and creates operational flexibility and depth that the EAGLE BOA can’t provide.
This change will not negatively impact the small business sector. The incumbent EAGLE contracts were awarded to large businesses due to the scale, cost and complexity of COSIS requirements. The EAGLE large business prime contractors then provided sub-contracting opportunities to small businesses. This will continue to be the case under LOGCAP.
All other Supply, Maintenance, and Transportation requirements sourced under the EAGLE BOA process remains unchanged under the existing acquisition strategy through its established period of performance.
The Army intends to award four APS COSIS task orders under LOGCAP V and compete them among the four LOGCAP prime contractors: Vectrus (being renamed V2X), Fluor, KBR, and PAE (Amentum)-Parsons Global Logistics Services. Amentum and KBR are currently the two incumbent prime contractors executing APS COSIS under EAGLE BOAs.
The Army Contracting Command-Rock Island will conduct the APS LOGCAP task order competition on behalf of the Army and plans to release a request for proposals soon. Task order awards are anticipated in 2023.
