Naval Surface Warfare Center, Philadelphia Division Acquisition Manager Edward Carter was recently awarded the 2022 Blacks in Government (BIG) Military Meritorious Service Award for his work advocating for diversity and inclusion.
Per the BIG memo to the Department of Defense (DoD) Component Organizations, “The BIG Military Meritorious Service Award honors all Military Service members and DoD civilian employees, men and women, who have supported the DoD mission, overseas contingency operations, or whose attributes best epitomized the qualities and core values of their respective Military Service and/or DoD Component.”
The Englewood, New Jersey native is tallying a long list of accolades with this being his second honor of the year after being named the 2022 Black Engineer of the Year Science Spectrum Trailblazer Award recipient.
“It’s definitely a surprise. I’m honored to be recognized. I surely couldn’t have been successful without the support of leadership and the AAERG,” Carter said on his feelings about being acknowledged again in 2022.
Carter exemplifies the DoD’s core values of leadership, professionalism, and technical knowledge in all aspects of his life through his work and efforts in his free time.
The Howard grad currently serves as the Chair for the NSWCPD African American Employee Resource Group (AAERG), where he hosts several events promoting the values of diversity and inclusion.
His work with the AAERG helped foster important discussions on topics such as “Black Wall Street”, recognizing NSWCPD members who graduated from Historically Black Colleges and Universities (HBCU), and the acknowledgment of NSWCPD members who are part of Historically Black Fraternities and Sororities.
Helping to bring in the next generation of talented people to the DoD is important, and Carter also aided with that responsibility as he was a mentor in the Naval Research Enterprise Internship Program (NREIP) for college and graduate students.
Carter’s interest in helping a new generation of talented people find a home at NSWCPD continues to this day as he is an Equal Employment Opportunity (EEO) representative on hiring panels and a member of the NSWCPD Recruitment Team.
Through his recruitment team efforts, the BIG award recipient held one-on-one sessions with HBCU students to discuss professional opportunities within the federal government.
In her nomination narrative for Carter, NSWCPD Lead Acquisition Manager Desiree Deshmukh said, “Mr. Carter is a career civil servant and a Navy Reserve Engineering Duty Officer who serves his country to protect our freedoms and uphold the belief that all people are created equal. He is a role model who leads by example and upholds the Department of Navy Core Values of Honor, Courage, and Commitment while fostering inclusion, mentoring others, and promoting an environment of equal opportunity.”
Since starting at NSWCPD in 2017 as a mechanical engineer, Carter has been a rising star. His passion and work ethic impressed his colleagues and NSWCPD decision-makers alike leading to other honors like the 2021 NSWCPD Achievement in Diversity and Inclusion Award and a promotion in November of last year.
“I was promoted to an acquisition manager last November so I’m enjoying learning the ins and outs of the job. I see myself at NSWCPD for the long term as there are so many different challenges and opportunities for growth,” said Carter.
NSWCPD employs approximately 2,800 civilian engineers, scientists, technicians, and support personnel. The NSWCPD team does the research and development, test and evaluation, acquisition support, and in-service and logistics engineering for the non-nuclear machinery, ship machinery systems, and related equipment and material for Navy surface ships and submarines. NSWCPD is also the lead organization providing cybersecurity for all ship systems.
