    The Unrestricted Line (URL) Officer In-Service Procurement Pilot Program (URLO ISPP) is a recently-developed commissioning program designed to streamline the officer candidate application process for qualified Sailors who would like to enter URL officer training programs.

    The program affords Sailors who meet program-specific requirements an avenue to expeditiously complete the administrative processes required to enter the officer candidate training pipeline to earn a commission.

    “URLO ISPP was established by the Chief of Naval Personnel as a way to increase diversity and experience among naval officers,” said Rear Adm. Dennis Velez, commander, Carrier Strike Group 10, George H.W. Bush Carrier Strike Group. “The Navy has thousands of Sailors who are ready and willing to be officers and this program improves the Navy by ensuring those leaders are empowered to commission.”

    Velez helped create the program in 2021 when he served as Commander, Navy Recruiting Command after Task Force One Navy found that many Sailors with baccalaureate degrees enlist despite possessing qualifications to earn a commission. While many college-educated Sailors choose to enlist or stay enlisted, Task Force One Navy identified that some Sailors make this choice based on economic situations that do not afford them the opportunity to wait during the sometimes-lengthy officer candidate school board process, so they enlist as a means to earn a stable paycheck and benefits.

    The decision to enlist instead of earning a commission means that the Navy is losing highly-qualified and motivated candidates. URLO ISPP is one way to help close the gap and increase the amount of talented Naval Officers.

    The program is available for aviation, surface warfare, surface warfare (nuclear), nuclear submarine, explosive ordinance disposal, and SEAL designators.

    Some of the requirements include: having a baccalaureate degree, being at your command for at least six months, and a score of excellent or higher on your physical fitness assessment. Certain URL programs have program-specific requirements like age, testing scores, and college grade point average. No program-specific waivers (such as age, test scores and grade point average) are accepted for this program. URLO ISPP candidates must meet physical exam requirements for commissioning and any necessary medical waivers will continue to be reviewed and decided on a case-by-case basis by Commander, Navy Recruiting Command.

    “This program is an under-utilized resource for Sailors interested in becoming commissioned naval officers,” said Velez. “I recommend any qualified Sailors with the desire and aptitude to lead as officers take advantage of this opportunity.”

    George H.W. Bush is the flagship of CSG-10 and the GHWBCSG. CSG-10 is comprised of George H.W. Bush, Carrier Air Wing (CVW) 7, Destroyer Squadron (DESRON) 26, the Information Warfare Commander, and the Ticonderoga-class guided-missile cruiser USS Leyte Gulf (CG 55).

    The ships of DESRON 26 within CSG-10 are the Arleigh Burke-class guided-missile destroyers USS Nitze (DDG 94), USS Farragut (DDG 99), USS Truxtun (DDG 103), and USS Delbert D. Black (DDG 119).

    The squadrons of CVW-7 embarked aboard George H.W. Bush are the “Sidewinders” of Strike Fighter Squadron (VFA) 86, the “Jolly Rogers” of VFA-103, “Nighthawks” of VFA-136, the “Pukin Dogs” of VFA-143, the “Bluetails” of Carrier Airborne Early Warning Squadron (VAW) 121, the “Patriots” of Electronic Attack Squadron (VAQ) 140, the “Nightdippers” of Helicopter Sea Combat Squadron (HSC) 5, and the “Grandmasters” of Helicopter Maritime Strike Squadron (HSM) 46.

    The GHWBCSG is on a scheduled deployment in the U.S. Naval Forces Europe-Africa area of operations, employed by U.S. Sixth Fleet to defend U.S., allied, and partner interests.
