WIESBADEN, Germany – The 405th Army Field Support Brigade’s Logistics Civil Augmentation Program representative for the Wiesbaden area of operations received a cross-organizational award signed by U.S. Army Garrison Wiesbaden’s former commander and presented to him by 405th AFSB Commander Col. Crystal Hills at the U.S. Army Europe and Africa headquarters, Nov. 4.
David Pagano was instrumental in working with U.S. Army Europe and Africa’s Logistics Directorate (G4), USAG Wiesbaden, the designated contractor, and other organizations during an extremely short notice contingency mission in Wiesbaden earlier this year.
As the LOGCAP point man for the mission, Pagano led the cross-organizational team’s efforts in establishing a Life Support Area, or LSA, in Wiesbaden within hours of notification to accommodate the rapid deployment of about 350 Soldiers from the XVIII Airborne Corps headquarters who conducted a near no-notice deployment from Fort Bragg, N.C., to Europe following Russia’s unwarranted invasion of Ukraine in February.
The LSA Pagano helped to stand up fully within 4-5 days following notification included a living area and work areas with electrical power outlets, computer and communications connectivity, lighting, heat, air conditioning, water, sanitary services and more.
Pagano, who served 26 years as a Soldier and whose last active duty position was commander of the U.S. Army Central Identification Lab, Hawaii responsible for the POW/MIA mission worldwide, said the USAG Wiesbaden cross-organizational award he received represents a total team effort. If not for the entire team the mission to support the XVIII Airborne Corps deployment to Europe would not have been successful, he said.
Pagano has served with the 405th AFSB as a LOGCAP professional for about 3.5 years. Between his active duty service and his current assignment at 405th AFSB LOGCAP, Pagano worked for 17 years as a contractor with U.S. Army Materiel Command serving as a liaison officer between AMC and U.S. Central Command as well as doing joint studies for U.S. Army Sustainment Command and AMC at the Office of the Secretary of Defense and below.
The 405th AFSB provides and coordinates AMC enablers in support of U.S. Army Europe and Africa through LOGCAP, which is capable of providing support services to deployed Soldiers, joint forces, non-military federal agencies, and coalition forces in locations throughout the world. LOGCAP provides basic life support services to the troops, builds base camps, and takes them down as required. In addition to combat operations, LOGCAP is capable of supporting humanitarian contingencies and other missions as needed.
The 405th AFSB is assigned to U.S. Army Sustainment Command and under the operational control of the 21st Theater Sustainment Command, U.S. Army Europe and Africa. The brigade is headquartered in Kaiserslautern, Germany, and provides materiel enterprise support to U.S. Forces throughout Europe and Africa – providing theater sustainment logistics; synchronizing acquisition, logistics and technology; and leveraging U.S. Army Materiel Command’s materiel enterprise to support joint forces.
