The Naval Surface Technology and Innovation Consortium (NSTIC) Industry Day was held Oct. 19 to bring forward a forum to combine the Department of Defense and the Naval Surface Technology Community to discuss requirements, challenges and emerging opportunities in a unique collaborative environment using an Other Transaction Authority (OTA).
Naval Surface Warfare Center Dahlgren Division (NSWCDD) hosted their first NSTIC OTA Industry Day since 2019 successfully in person, 2020 and 2021 included a virtual setting due to the pandemic. The goal of bringing new ideas and faster prototyping in a more efficient way. The event opened up with the Command’s strategic vision by NSWCDD’s Deputy Technical Director, Darren Barnes. According to Barnes, “OTA’s are a large portion of NSWCDD’s portfolio and the growth gained from hosting Industry Days has been very beneficial.”
“The majority of the membership here today is nontraditional industry companies, who are looking to partner with the Department of Defense in providing new ideas, technologies and capabilities to advance naval surface technology to better support our warfighters.” says Cindy Montrief, the Lead Customer Advocate at NSWCDD.
Key speakers highlighted in the NSTIC OTA Industry Day are NSTIC Executive Director Rear Adm. (Ret) Tom Kearney, NSWCDD Deputy Technical Director Darren Barnes, Distinguished Scientist for Naval Data Sciences Dr. Jeffrey Solka, Lead Customer Advocate Cindy Montrief, and key NSWCDD personnel from the Electromagnetic and Sensor Systems Department, the Integrated Engagement Systems Department, the Integrated Engagement Systems Department and the Readiness and Training Systems Department.
“The team at NSWCDD is a really engaging group,” said Kearny. “The consortium today can really benefit our warfighters and value pieces of military hardware that they need.”
During the event, 126 participants from 85 different companies listened to featured topics such as artificial intelligence (AI), machine learning (ML), advanced sensor systems, launcher and projectile systems and directed energy science and Engineering. Taking the mindset of these topics into account, Barnes emphasized that “we have a renewed focus and commitment with the industry. As we state our needs, we have a better commitment from our sponsors on funding those respective statements of needs, which is important for our industry partners”
Technical discussion between the government and the consortium members are highly encouraged. NSWCDD’s Solka. said, “AI and ML provide a very disruptive capability for the future and we are very interested in working with Industry Day members.”
During the afternoon session, attendees met with NSWCDD Technical Area Managers and personnel to discuss the capabilities, ideas and technologies that will help provide the Navy warfighter support for the fleet and the future fleet.
NSWCDD to date has awarded 48 projects with 19 pending awards. NSWCDD will continue to host annual NSTIC OTA Industry Day events as an open communication platform for industry partners and the workforce to further collaborate and development Navy warfighter capabilities.
