    U.S. Naval Forces Europe-Africa/U.S. Sixth Fleet

    NORTH SEA (Nov. 3, 2022) Two Sailors, assigned to the Arleigh Burke-class guided-missile destroyer USS Roosevelt (DDG 80), achieved the highest qualification that the Surface Navy awards to enlisted service members Nov, 3, 2022.

    Interior Communications Specialist 2nd Class Jalen Tanelus and Hospital Corpsman 2nd Class Baylea Higby were pinned in a ceremony held aboard the ship while underway on Roosevelt’s fourth patrol in the U.S. Naval Forces Europe area of operations.

    The Enlisted Surface Warfare Specialist (ESWS) qualification signifies that a Sailor has achieved the highest level of expertise in surface ships and in surface warfare. One of many Navy warfare devices, the ESWS pin represents a major milestone of a Sailor’s professional and personal development aboard USS Roosevelt. The device is worn on nearly every Navy uniform and serves as in instant indicator of one’s level of knowledge in their warfare area.

    On a ship with over 30 different enlisted ratings, the ESWS qualification draws Sailors together to accomplish the shared goal of proficiency in all shipboard operations. Despite working in separate departments and divisions onboard the ship, Tanelus and Higby earned their qualification together.

    USS Roosevelt’s Command Master Chief Michael Maclin, said of the event, “The United States Navy has a history of defining symbols. For example, when the USS Roosevelt sails internationally, every other country acknowledges the American flag as a symbol of leadership in Strategic Competition. On a smaller scale, the ESWS pin is a symbol representing a subject matter expert ready to fight and win!”

    Completion of the ESWS qualification represents many hours of devotion on top of the Sailor’s normal workload in their rated job. Before even working on ESWS, the Sailor must be high performing – qualified, across the board, in a number of pre-requisites. Once qualified to begin the ESWS process, each Sailor learns the minute details of 15 functional areas of shipboard operations. These topics range from the engineering plant, to the navigation system, to weapons systems, to the Navy Supply system. The Sailor then demonstrates their knowledge in a walkthrough with a qualified representative of that functional area. The culmination of the process is a written test followed by two boards – the first with First Class Petty Officers, and the final with the Chiefs Mess.

    “One of the distinct characteristics of the Roosevelt crew is -- across the board -- the relentless pursuit of excellence,” said Cmdr. John Mastriani, commanding officer of USS Roosevelt. “There's no other milestone in a junior Sailor's career that exemplifies this more than earning the ESWS pin. These were just the first two pins received on Patrol 4, but we look forward to many more to come.”

    USS Roosevelt, forward-deployed to Rota, Spain, began its fourth Forward Deployed Naval Forces-Europe (FDNF-E) patrol Sept. 27 in the U.S. Naval Forces Europe area of operations, employed by U.S. Sixth Fleet to defend U.S., allied and partner interests.

    Headquartered in Naples, Italy, NAVEUR-NAVAF operates U.S. naval forces in the U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) areas of responsibility. U.S. Sixth Fleet is permanently assigned to NAVEUR-NAVAF, and employs maritime forces through the full spectrum of joint and naval operations.
