    Former 2d Marine Division Commanding General Awarded Honorary Command Master Chief

    ATLANTIC BEACH, N.C. – On Jan. 7, 2023, U.S. Marine Corps Lt. Gen. Francis L. Donovan, the vice commander of the U.S. Special Operations Command, Pentagon, was awarded honorary chief petty officer by U.S. Navy Command Master Chief Scottie L. Cox, the 2d Marine Division Command Master Chief.

    According to U.S. Navy Command Master Chief Cox, Lt. Gen Donovan was awarded honorary chief petty officer because of his trust and close relations with his Navy staff. A representation of the partnership between the Navy and Marine Corps that has guided our service's success through the decades.

    “Growing up the son of a career Sailor, he saw firsthand the value and impact of the Navy Chief and he shares to this day that those early experiences demonstrated to him that working with the Chiefs Mess at varying levels of command will lead to a better climate,” said U.S. Navy Command Master Chief Cox.

    A Navy chief petty officer is a senior noncommissioned officer, an E-7, that undergoes a meticulous process that Petty Officer First Class’, an E-6, undergo in which they endure different specialty testing, commander recommendations, and passing reviews from senior petty officers from who they have served. There is an exceptionally competitive selection process where successful candidates will pick up the grade of a chief petty officer.

    “We are not merely senior enlisted who go from E-6 one day to E-7 the next. An E-6 selected for E-7 must go through an extended period of training and a crucible-like capstone event in order to earn the title of Chief Petty Officer,” said U.S. Navy Command Master Chief Cox.

    To be awarded honorary chief petty officer is considered a high honor that can only be given by the Master Chief Petty Officer of the Navy. As stated in the official guidance from the MCPON, “the goal of this honor is to recognize a member into the comradery of the CPO Mess without respect to rank or status, but with an understanding and gratitude for their contributions to, and sustained superior engagement with, the collective CPO community and enlisted force.”

    Being awarded honorary chief petty officer does not happen often, but when it does, it is usually awarded to a Naval Officer. Lt. Gen. Donovan was not the first Marine Officer to be honored with this award, but is one of the few.

    “I had the privilege to see and experience Lt. Gen. Donovan’s immense trust and appreciation of the Chiefs of 2d Marine Division,” said U.S. Navy Command Master Chief Cox, “The cover I presented to Lt. Gen. Donovan was the cover that was placed on me back in September 2002 and that to me was a culmination of our time together as Commander/Command Master Chief and makes him an Honorary Chief.”
