The Nimitz-class aircraft carrier USS Dwight D. Eisenhower (CVN-69) recently had three Sailors participate in the Detailing Marketplace Assignment Policy (DMAP) program.
The Navy implemented the DMAP program in March. It’s a comprehensive set of personnel policies designed to improve the manning of sea-duty billets by rewarding Sailors in certain sea-intensive ratings who stay on sea duty.
DMAP is intended to replace the current Sea Shore Flow policy, provide incentives, and create an early advancement opportunity.
The DMAP tour is four years at sea with a follow-on three years at sea. There are two ways to fulfill the obligation, which includes doing the three years at a different command or finishing out the obligation through their current command.
“Some people join the Navy to be at sea,” said Chief Navy Career Counselor Chad Fogel, one of IKE’s command career counselors. “They join the Navy to travel. This a good program for them to accelerate their careers.”
DMAP is currently in phase I with more phases to come in the next several years. The current phase includes a few select ratings. Each phase will evolve and include more ratings. The current phase I ratings are Aviation Boatswain’s Mate (Fueling), Aviation Boatswain’s Mate (Handling), Gas Turbine System Technicians Mechanical and Culinary Specialist.
“I felt that this program would be good for my career,” said Culinary Specialist 2nd Class Jorge Casanova, a recently promoted Sailor. “I hope to make Chief in 12 years, and this program can help me achieve that.”
The DMAP 4+3 sea tour applies to Sailors who complete a 4 year apprentice sea tour followed by a three year journeyman sea tour. Sailors who are selected for a DMAP 4+3 sea tour option can earn extra money through Detailing Marketplace Incentive Pay, create more opportunities to advance early, and receive priority for any following shore duty.
“I chose to finish the rest of my obligation on IKE,” said Casanova. “I have put in a lot of work here and created a roster of mentors that will help me further my career.”
In future phases, other ratings will be integrated into the DMAP program. Changes to other phases will be implemented after a thorough review of past phases success.
“Depending on the Sailor, the program can be beneficial” said Senior Chief Navy Career Counselor Christopher Randall, one of IKE’s command career counselors. “The automatic advancement to E-5 is huge. It took me five times to make E-5, and it takes many Sailors much longer.”
Randall said if a Sailor wants to learn more about the program they should visit the MyNavyHR website and then stop by their Command Career Counselor’s office with questions.
