CAMP LEMONNIER, Djibouti — The 319th Engineer Support Company (ESC) transferred authority of the Combined Joint Task Force – Horn of Africa (CJTF-HOA) engineering mission to the 294th ESC during a transfer of authority ceremony at Camp Lemonnier, Djibouti, Feb. 18, 2023.

The ceremony is a military tradition that represents a formal transfer of authority and responsibility for a mission from one unit to another.

“It is my privilege to preside over the transfer of authority of the 319th ESC to the 294th ESC,” said Maj. Gen. Jami Shawley, commanding general of CJTF-HOA. “You are an integral part of the American message that Africa matters, that our partners matter.”

The 319th ESC, an Army Reserve unit out of Texas, arrived to Camp Lemonnier in May 2022. Over the course of their deployment, the 319th provided force protection engineering, general construction, increased capacity for life support, training for Djiboutian workers, and engineering support to other units within the Horn of Africa.

Some of their highlights included building two libraries for the school system in Djibouti City, supporting training for the Djiboutian Bataillon d’intervention rapide, force protection improvements, and working in outstations in Kenya and Somalia, said Capt. Camden Schreiber, commander of the 319th ESC.

Shawley also welcomed the 294th ESC, arriving from Missouri, and encouraged the unit to maintain the momentum set forth by the 319th ESC

“It is for you to now continue the ESC mission in Africa, to push forward, to build on the foundation that has been laid out for you, and to reach even farther as we march forward,” Shawley said.

The engineering company’s mission, in support of CJTF-HOA and U.S. Africa Command, aims to support regional stability and improve relationships with partner nations through a variety of construction projects coordinated throughout CJTF-HOA’s area of interest.
