It takes a lot of hard work to make something simple. Naval Surface Warfare Center Dahlgren Division’s (NSWCDD) Randall Miller is a key asset to helping the warfare center division and Naval Sea Systems Command (NAVSEA) stay ahead of its adversaries while digitally breaking the barrier and providing software tools to make manual workflow more efficient.
Miller is a recipient of the Department of the Navy Civilian Service Achievement Medal (DoN CSAM) in recognition of his perseverance, dedication and continuous technical support to NSWCDD and NAVSEA.
The DoN CSAM recognizes civilian personnel from across the Navy and Marine Corps who demonstrate superior, sustained performance as well as exceptional professional achievements, in the equivalent level of the Navy and Marine Corps Achievement Medal.
“I feel honored to be acknowledged by my peers and leadership. To have NAVSEA acknowledge my efforts at Dahlgren and to be selected for this award, is truly a privilege,” Miller said.
Miller was nominated for his professional achievement in the superior execution of his duties while serving as an information technology specialist at NSWCDD in support of NAVSEA Command Total Force/Corporate Operations from August 2021 to December 2022.
According to his citation, Miller “demonstrated exquisite project leadership and technical acumen in delivering NAVSEA Headquarters with automated tracker tools for various manual workflows, saving countless hours of manual workflow inefficiencies.”
For example, “the checkout tools and other trackers that were created for NAVSEA are now being used by Dahlgren and six other warfare center divisions,” stated Miller. These tools help generate workforce tasks at the touch of a button.
Miller also personally improved and stepped up to fill critical project leadership roles during a period with limited staffing while seamlessly delivering these software tools within multiple required timelines.
NAVSEA acknowledged Miller’s outstanding work at NSWCDD and, with Miller’s guidance, have requested the same tools be created for their organization.
“I took over both sides of the house, from handling the development of tools and trackers at Dahlgren to handling them at the NAVSEA level,” stated Miller. “Developing this methodology for NAVSEA has created a way to distribute these tools, trackers and capabilities to more Warfare Center divisions.”
Miller was crucial in the continued expansion of Enterprise Data Warehouse (EDW), automated workflow tools and has profoundly influenced business process improvement and increased workflow efficiencies.
EDW eliminated numerous manual workflow processes, saving thousands of hours of administrative workflow effort for all NAVSEA employees. “EDW is a one-stop shop that provides NAVSEA all of the information they need in one central location,” stated Miller.
Miller currently serves as a group lead and lead developer within the Business Data Analytics and Digitization Division for the NAVSEA EDW Enterprise Tools and Tracker Development in support of NSWCDD, other warfare center divisions and NAVSEA.
“Developing these tools to digitize and automate manual processes is the biggest task and accomplishment that we have done for the Navy and the warfighter,” Miller says. “This makes it far more efficient as an end result.”
Miller expressed how much it means to him to provide the Navy and warfighter with tools to make their work more efficient.
“To see how grateful the customers are to have a process that gets rid of extraneous paperwork, puts information in one place where they have easy access and to see the finished product benefitting the workforce, is a very rewarding feeling,” said Miller.
