    WIESBADEN, Germany – U.S. Army and French signal leaders met May 25, 2023, in Wiesbaden to discuss opportunities for enhancing training, readiness and interoperability between the two allies.

    Members from the French Army CIS, including French Army Brigadier General Patrice Bellon, Ops Deputy Commander of the French Army CIS, met with key leaders from U.S. Army Europe and Africa and 2d Theater Signal Brigade to identify, plan and facilitate future opportunities to enhance partnership and interoperability between the two allies through shared training, exercises and social activities.

    “It was an honor of being so warmly welcomed by Brig. Gen. Ray Phariss, U.S. Army Europe and Africa's Deputy Chief of Staff, G-6 and Chief Information Officer, Col. Ronald Iammartino, Commander, 2d Theater Signal Brigade,” said BG Bellon. “The French delegation actually appreciated the availability of their teams that took time enough to present their task organizations, the scale of their missions and their main issues.”

    The French team also visited the Regional Cyber Center-Europe to glimpse how the U.S. Army defends global operations for the Army's portion of the DODIN, ensuring freedom of action in cyberspace in support of multi-domain operations.

    “The RCC-E is a particularly interesting operational organization,” BG Bellon said. “Even if the scope of its responsibilities does not totally coincide with those assigned to the CIS Command, we are looking forward to enhancing our cooperation through common remote CYBER exercises.”

    BG Bellon stressed the importance of this meeting and future exchanges to improve interoperability between the U.S. Army Signal community and the French CIS Command.

    “To achieve this, the participation, as an observer, of a personnel of the operation division of the CIS Command at Grafenwoehr at the end of June to clarify the specifications of the Mission Partner Environment, while retaining the FMN principle as a common standard; and the participation of the 2d Theater Signal Brigade to the FERRIE exercise, the partnership of units and the cycle of meetings launched between our structures are concrete examples.”

    This was the first meeting between the three units. The engagement was designed to lay the groundwork for a future roadmap of specific actions and training.

    “Now that we’ve been able to meet and share views on common issues, it’s clear that interoperability between our two structures is fundamental. We need to take concrete action to define how and by what means we can increase interoperability,” BG Bellon said.
