    NAVAL STATION MAYPORT, Fla. – A Naval Leadership and Ethics Command (NLEC) Dam Neck mobile training team (MTT) completed a Chief Petty Officer-Command Navy Leader Development Facilitator Certification Course at Naval Station Mayport, Florida, July 14.

    Master-Navy Leader Development Facilitators Senior Chief Aviation Boatswain’s Mate (Equipment) Enrique Castro and Senior Chief Aviation Electronics Technician Matthew Noto, from NLEC Dam Neck, certified 12 master chief and senior chief petty officers to facilitate the Chief Petty Officer Leader Development Course (CPOLDC) at their respective units.

    “During this class, we taught master chiefs and senior chiefs who were already qualified command Navy leader development facilitators the material for the CPOLDC, including responsibility, authority and accountability; ethics foundation; leadership philosophies; and much more,” said Castro. “This will enable these fleet facilitators to lead CPOLDC classes for their Sailors.”

    NLEC Dam Neck and NLEC San Diego offer local Enlisted Leader Development (ELD) courses 40 weeks per year; however, they only conduct MTTs for ELD train-the-trainer events. Other ELD courses are facilitated by NLEC-certified facilitators.

    “Mobile training teams were, and still are, the most efficient and effective way to get fleet facilitators qualified throughout the United States and overseas,” said Master Chief Boatswain’s Mate Robert Bergmann, enlisted leader development lead (East Coast), NLEC Dam Neck. “NLEC only has two locations – Dam Neck and San Diego, so the only way we can spread the word and qualify fleet facilitators is to go to them and train them. Without MTTs, commands would have to send their senior enlisted leaders to us to get certified. It is more cost effective for NLEC to send two master facilitators to a location than it is for commands to send 12 chiefs to Virginia or California.”

    An MTT consists of two NLEC master facilitators who travel to requested locations to teach courses to potential fleet facilitators. According to Bergmann, MTT visits are NLEC’s most important function to getting the Navy trained and ready.

    “MTTs have two jobs when they go out on the road -- teach senior enlisted leaders the course material and teach them how to facilitate the courses,” said Bergmann. “Beyond being taught the material, the most important task is teaching future fleet facilitators how to deliver the topics, Socratic questioning and the art of facilitation. These are not PowerPoint classes; these are group discussions that are driven by the class and led by the facilitators.”

    NLEC and MTTs play an integral role in the Navy Enlisted Leader Development Continuum, which provides development opportunities at regular intervals throughout a Sailor’s career supporting leadership growth and reflection.

    “This course provided me with additional ways of understanding my own leadership style and how to become a better overall leader,” said Senior Chief Information Systems Technician Michael Kirkpatrick, assigned to Helicopter Maritime Strike (HSM) Squadron 40 at Naval Station Mayport. “I am also happy that the Navy is focusing on providing leadership training at all levels of the enlisted ranks.”

    NLEC is responsible for facilitating ELD courses to 25% of the fleet. NLEC also has the sole responsibility to certify fleet facilitators to be able to facilitate ELD courses to the other 75%.

    “One of the most difficult things for an operational command to do is find the time and resources to send groups of people on travel for training,” said Senior Chief Aviation Electronics Technician Joyce Silkworth-Mallory, assigned to HSM Squadron 50 at Naval Station Mayport. “Having a mobile training team available to fulfill these requirements takes a load off of essential training.”

    NLEC Dam Neck, located at Naval Air Station Oceana Dam Neck Annex, Virginia, is a subordinate command of the Naval Leadership and Ethics Center, and provides training and education for officers not yet in command and courses designed as part of the ELD framework.
