    SHAW AIR FORCE BASE, S.C.—U.S. Army Central announced the activation of the 110th Personnel Center, Human Resources Operations Center (HROC) with a ceremony at Patton Hall, Oct. 12, 2023.

    “The Department of the Army decided to activate the 110th Personnel Center, HROC, through the HQ DA Army structure memo which was approved in January 2022,” said Lt. Col. Faye Anthony, USARCENT HROC Director. “Lt. Gen. Frank published an order advising us to activate HROC.”

    HROC was officially activated on Oct. 16, 2023. Anthony focused on coordinating the activation, hiring new staff, and preparing the current staff to do their functional duties and responsibilities.

    “My role as the director is to maintain a team of 22 Soldiers that will sustain the mission of the HROC, which includes personnel strength, accountability reporting, casualty operations and oversight of all postal assets in theater,” said Anthony.

    The 110th Personnel Center, HROC, is composed of a Headquarters, Plans and Policy Section, and a Casualty Operations Division. Each component works together on specific areas to accomplish the overall mission.

    “People are our most valuable resource,” said Lt. Gen. Patrick Frank, U.S. Army Central commanding general, “The HROC is foundational to ensuring we provide the services that keep Soldiers and units ready for any contingency.”

    Sgt. 1st Class Alfredo Mercado is the senior human resources NCO assigned to the Plans and Policy section of HROC, whose role is to conduct personnel accountability, strength reporting in theater, and oversee postal operations.

    “When there is an organization that solely focuses on personnel, it will benefit all Soldiers within the organization,” said Mercado. “Our main job is to take care of personnel and ensure they are getting what they need to complete the mission.”

    The activation of HROC supports the Army’s People First strategy which is a main initiative at U.S. Army Central.

    “The 110th Personnel Center, is beneficial because it provides support to theater assets and our units in theater. It focuses on personnel accountability and casualty operations which is very significant,” said Anthony. “It is a good opportunity to provide theater support pertaining to taking care of Soldiers.”

    The 110th Personnel Center, HROC, mission is to manage the Deployed Theater Accountability System (DTAS) hierarchy and coordinate with the Theater Personnel Operations Center (TPOC) for concept of operation execution throughout the CENTCOM region.

    “I am excited because it is a new undertaking. I can do something new in my career. I can support Soldiers in ways that they have not recently been able to receive support,” said Mercado.

    HROC establishes the Casualty Information Center (CIC), plans, coordinates, and synchronizes theater-wide casualty reporting, validates casualty estimates, assists with replacement operations and planning.

    “The incredible work of Lt. Col. Faye Anthony, and our team in the USARCENT G-1 provides the best possible human resources capability to Soldiers directly supporting operations in the CENTCOM region,” said Frank.

    USARCENT provides enduring support to the Joint Force, sets and maintains the theater, and leads Building Partner Capacity mission sets to secure U.S. and allied interests in the CENTCOM region.
