KABUL, Afghanistan — Coalition leaders from five major military organizations within Kabul gathered to formally sign a memorandum of agreement. It defines the relationship between themselves and the Afghan national security forces relative to first responders, quick reaction forces and the command and control over any incident that may occur with the Kabul area of responsibility.
"This MOA clearly defines who will be responsible for first responders and the command relationship within the Kabul area," said Brig. Gen. Levent Colak of Turkey, commander of Regional Command-Capital.
"The first response will be the Afghan police as clearly defined by a memorandum of instruction signed by commander, ISAF," said Colak.
According to the MOA, the organization for command and control (C2) for first responders is a three part plan. If an incident occurs within Kabul, the nearest unit may be the first on the scene, but once the Afghan National Police are at the scene, they assume the first line of C2. If the ANP request additional support, they will coordinate with the Afghan National Army, and if the situation warrants coalition support, then RCC will be contacted.
As each organization is contacted, they will then assume C2 for the incident once on scene.
"This weaves together the security apparatus within Kabul and the many months of coordination are coming together now," said Col. Robert Ulses, chief of staff, U.S. Forces Afghanistan, who represented the Kabul Base Cluster at the signing.
Other signers of the documents were; Col. Ruben Servert of Spain, commander of Kabul International Airport; Lt. Col. Russell Bloodworth, commander of the Base Support Group, representing ISAF Headquarters; and Lt. Col. Thomas Bright, commander of the 48th Brigade Special Troops Battalion of the 48th Infantry Brigade Combat Team and garrison commander for Camp Phoenix.
This agreement aligns the key commands within Kabul with a comprehensive plan to support the citizens of Kabul by providing a well defined command structure that will place the security of their capital city into the hands of the Afghan security forces, demonstrating the growth and stability of those charged with the security of this nation, so that one day, the reliance on coalition forces can be concluded.
