    93rd Air Ground Operations Wing

    The 93d Air Ground Operations Wing hosted a Tactical Air Control Party Command, Control and Communications (C3) Working Group at Moody Air Force Base, Georgia, Nov. 14-16, 2023.

    Air Control Wing and TACP communities gathered 54 command and control experts to develop tactics to better manage complex air battlefield environments with disaggregated C3 nodes needed for future conflicts.

    “In a future fight, we anticipate different roles being required for effective tactical command and control,” said Maj. Cody Martin, 752d Operations Support Squadron, Control and Reporting Center section lead. “By incorporating the TACP community, we can provide unique mission capabilities that will be needed in a multifaceted fight within a highly contested environment. Having TACPs available to support mesh communications networks will be critical to ensuring that we connect sensors to shooters.”

    TACPs are refocusing on their core skillset of C3 and are developing the tactics, techniques and procedures needed to support the battle management of aircraft in contested environments.

    "We offer a highly maneuverable and flexible ground-based command and control capability as part of the answer to the Advanced Battle Management System contested C2 problem," said Maj. Dominic Carcioppolo, Air Combat Command TACP functional area manager. “TACP excels at quick and effective communication without requiring large footprints of equipment, vehicles or mission support personnel.”

    Ground-based C3 teams can operate with an extremely low detectable signature enhancing their survivability until they need to transmit crucial kill-chain data.

    “The concept of having multiple C2 nodes being able to operate, teardown and move rapidly will increase battlefield resiliency,” Martin said. “By expanding the roles expected in future operations of tactical command and control to the TACP community, we bring in a different mindset and specialty that will complement well with what our air battle managers, weapons directors and mission systems operators are going to be able to do as a combined team.”

    The conference also focused on opportunities to decentralize C3 responsibilities to ensure air operations can progress in a high-threat environment where communications jamming is expected and kinetic threats to aircraft are prevalent.

    “We are focused on presenting TACP capabilities in a joint-focused and threat relevant manner,” Carcioppolo said. "Consider a hypothetical situation where instead of a 5th Gen asset relaying data through airborne assets to a ground node located outside a jammed environment, the 5th Gen asset could dump the targetable data to a forward deployed TACP who can simultaneously push the data to airspace and fire control agencies, expediting the kill-chain. TACP is modernizing capabilities for the Air Force and [Combined Forces Air Component Commander] while enhancing the capabilities of the TACP teams operating with the Army."
