    Singapore Area Coordinator Holds Change of Command

    SINGAPORE (Feb. 20, 2024) – Singapore Area Coordinator (SAC) held a change of command ceremony at the Terror Club in Singapore on Feb. 20, 2024.

    Rear Adm. Carl Lahti, Commander, U.S. Naval Forces Japan (CNFJ) and Commander, Navy Region Japan (CNRJ) presided over the ceremony in which Capt. Silas L. Bouyer II relieved Capt. Frank E. Okata as commanding officer of SAC. The ceremony was held at the Morale Welfare and Recreation (MWR)-owned Terror Club. It was attended by distinguished guests, including Mr. Casey Mase, Deputy Chief of Mission at the US Embassy, senior officers, and members of the military community.

    During the ceremony, Okata thanked his team of military, U.S. civilian and Singaporean personnel, including Terror Club staff, for a rewarding tour and acknowledged the support this amazing organization has provided for all of the fleet, families and fighters stationed in or passing through Singapore, including 22 tenant commands. During his time as commanding officer, he guided the installation away from the choppy waters of the COVID-19 pandemic and towards normal operations. He also hosted many distinguished visitors to the island nation of Singapore and was integral to the repatriation ceremony of the remains from the Heaven Can Wait recovery mission. He oversaw the resurfacing of the tennis courts and re-opening of the childcare center in the fleet gym.

    “It’s been a pleasure to be in the service while here in Singapore. I’m honored to have been your leader while making a difference in the lives of the Navy’s people and families,” said Okata.

    “Capt. Bouyer comes to this command with a strong history of distinguished service and brings a wealth of experience. Men and women of Singapore Area Coordinator, I know that Capt. Bouyer is the right officer at the right time to take on this next task as your commanding officer and lead SAC into the future,” said Lahti. "To every one of my new teammates here at SAC – you can be sure that I will give my all to serve

    you and our mission daily. As an optimist, I look forward to the adventure of opportunity in this new challenge, working with the 5 Powers, and supporting the Fleet and Family with top notch customer service,” said Bouyer.

    Bouyer, a native of Detroit, graduated from the U.S. Naval Academy in 1998 and earned his wings of gold as a Naval Flight Officer in 2000. He then graduated from the Naval Postgraduate School with an MBA with a focus in Defense Financial Management. He has been honored with many inspirational leadership awards.

    Singapore Area Coordinator provides the military’s best customer-focused programs and services to the Fleet, Family and Fighter while they are stationed in or transiting through Singapore.

    This significant event marks the transition of leadership from one commander to another. It is a moment of reflection on the accomplishments of the outgoing commander and a time to welcome the new commander to his role. This transition ensures the smooth operation and effectiveness of our naval forces.
