Naval Construction Group - 1 observed Denim Day, wearing jeans to raise awareness and combat sexual assault. Denim Day was inspired by a 1998 Italian Supreme Court ruling that overturned a rape conviction, controversially implying the victim's consent based on her tight jeans. This verdict provoked immediate protest from the women in the Italian Parliament and inspired similar actions globally. Established by Patricia Giggans, Executive Director of Peace Over Violence, the first Denim Day in Los Angeles took place in April 1999. Since then, it has become an annual event held on the last Wednesday in April to support sexual assault victims and challenge the behaviors that perpetuate sexual violence.
BU1 Shelbie Hlavac, led the command from the front by promoting participation in Denim Day for the very first time at NCG-1. Hlavac emphasized the collective power to foster change and enhance workplace safety by standing against sexual assault. “After 13 years in the Navy, I have seen people from every walk of life and believe we all have the power to make change. By standing together against sexual assault, we are making our workplace a safer place for everyone. As an NCG - 1 command SAPR VA it was great to see everyone support and participate in Denim Day! Let's keep the momentum going!” Said Hlavac
Additionally, the Navy has introduced reforms including a Navy Specific Administrative Message (NAVADMIN) in February, offering confidential reporting options for sexual harassment. This aligns with the Navy’s No Wrong Door Policy, ensuring victims receive appropriate support and care seamlessly across all departments.

Denim Day highlights the vital role of community involvement in addressing sexual assault, demonstrated by widespread participation across Department of Defense (DoD) agencies.
The Department of Defenses’ Safe Helpline, 877-995-5247, or www.safehelpline.org, is a 24/7 anonymous, confidential hotline, with one-on-one peer support, information and resources for members of the DoD and their loved ones affected by sexual assault.
Naval Construction Group One (NCG1) operates from its homeport and serves as the Immediate Superior in Command (ISIC) for its assigned forces. NCG1 leads and manages the overall capability and readiness of Naval Construction Regiments (NCR’s), Naval Mobile Construction Battalions (NMCB’s), Construction Battalion Maintenance Unit (CBMU), and Underwater Construction Team (UCT). NCG1 is responsible for manning, training, equipping and deploying combat-ready Naval Construction Force(NCF) units in support of combatant commanders(CCDRs) and Navy component commander (NCC). NCG1 also provides program management and oversight in support of subordinate units and supports the Navy Expeditionary Combat Enterprise Force Development (Fd) efforts. NCG1 provides the required engineering support that the Navy and Nation needs to construct and maintain base facilities, repair battle damaged facilities, conduct defensive operations as required, and to meet disaster preparedness and recovery missions.
