TAMPA, Fl. — U.S. Central Command hosted its 6th Annual State Partnership Program Adjutant General Conference at the CENTCOM Headquarters in Tampa, Florida, May 14-16. This event brought together senior leadership from CENTCOM's State Partnership Program, including Adjutant Generals and Command Sergeants Major from six states. The United States Army Corps of Engineers Transatlantic Division, represented by Scott Cilley, Plans and Operations chief; Major David Nemecek, Plans and Operations officer; and Tara Clark, Project Initiation and Development program manager, significantly contributed to the conference's success.
The State Partnership Program is essential for fostering theater security cooperation on military-to-military, civilian-to-military, and civilian-to-civilian levels. This conference was pivotal for aligning security cooperation efforts with CENTCOM and its components to ensure operational success in host nation security cooperation. Countries represented at the conference included Jordan, Qatar, Egypt, Kyrgyzstan, Turkmenistan, Kazakhstan, Oman, Tajikistan, and Uzbekistan.
During the conference, the Transatlantic Division provided an executive-level capability briefing, showcasing the organization's value to various lines of effort. Cilley highlighted the Division's commitment to being a premier provider of Theater Security Cooperation.
"The Transatlantic Division is all in on Theater Security Cooperation. We can support border security, anti-terrorism, environmental restoration, emergency management, humanitarian assistance, disaster response, critical infrastructure assessments, and water management. The Transatlantic Division is committed to being a first-rate provider to support your objectives," Cilley stated.
The conference, hosted by Brig. Gen. Steve Snelson, CENTCOM Plans, Policy, and Programs deputy director, featured participation from key military leaders including the U.S. Special Operations Command Central and the U.S. Air Forces Central assistant to the commander.
Several Adjutant Generals expressed interest in how the Army Corps of Engineers could further assist their theater security cooperation efforts. The conference highlighted the vast resources and expertise available within USACE which includes nearly 38,000 subject matter experts across multiple functional disciplines.
The Transatlantic Division is dedicated to leveraging its extensive repository of tailored subject matter expertise to support various mission partners' objectives. This includes providing support for military-to-military events, exercises, workshops, forums, conferences, and project development, including engineering design and construction. The division aims to collaborate closely with Security Cooperation Organizations, State Partnership Program units, and other key stakeholders to support mutual objectives and unique events.
