    Naval Facilities Engineering Systems Command (NAVFAC) Officer in Charge of Construction (OICC) China Lake announced their 2024 Employee and Team of the Year.

    Award recipients
    -Employee of the Year: Theresa Lee, Contract Specialists, China Lake Propulsion Laboratory Field Office Team.
    -Team of the Year: 12-person P1922 Skytop Firing Bays Project Delivery Team that is replace four earthquake damaged bays and replacing them with three modern facilities.

    “The performance on this integrated team of Naval Air Warfare Center Weapons Division (NAWCWD) and NAVFAC professionals has been nothing short of outstanding over the last four years. They have delivered 9 projects encompassing 38 specialized structures. By the end of 2024, an additional 12 facilities will be brought to those serving at Naval Air Weapons Station (NAWS) China Lake.” said OICC China Lake, commanding officer, Capt. Ben Wainwright. “Every year we have a difficult task of selecting just a few standouts from across our Program. I am honored to name Ms. Theresa Lee and the Skytop Project Delivery Team as OICC China Lake’s 2024 Employee and Team of the Year winners.”

    Employee of the Year – Theresa Lee
    Theresa Lee serves as the lead Contract Specialist and Administrative Contracting Officer for the China Lake Propulsion Laboratory (CLPL) Field Office, whose efforts are instrumental in managing a range of complex modifications to support the construction of highly technical laboratories within the energetics ranges aboard NAWS China Lake. Her contributions have advanced the pace of construction helping restore full mission capability and realizing time related cost savings for the Program.

    Theresa directly supports seven projects, building facilities valued at over $350 million, accounting for half of the total value of the CLPL program. Her expertise is directly benefitting the "TRIO" contract that includes three military construction projects, four Laboratory Revitalization Projects, four energetics testing bays, and various laboratories and administrative facilities.

    “A testament to her unwavering determination was evident in 2023, where she successfully processed 43 contract modifications valued at $17.3 million with total work in place exceeding $45 million.” said Capt. Ben Wainwright. “Her knowledge, ability to garner support and critical outside-the-box solutions proved critical to the success of both projects.”

    Team of the Year - The P1922 Skytop Firing Bays
    The P1922 Skytop Firing Bays team consists of 12 professionals from NAWCWD, NAVFAC, and Parsons Corporation tasked to manage the demolition of 10 earthquake damaged structures and replace them with modern and modular facilities.

    The project encompasses the demolition of more than 10 structures to include those damaged during the 2019 earthquakes and other abandoned structures, going back to the 1940s. In their place the team is building three firing bays to test rocket motors each with hardened instrumentation vaults for data collection. Additional facilities include a tactical warehouse for storage of inert materials and miles of road, telecommunication, and control infrastructure across the Skytop area of the China Lake Propulsion Laboratory.

    “This Skytop Team is building an impressive series of structures that are at the heart of what is developed here aboard NAWS China Lake.” said Capt. Ben Wainwright. “Skytop project is unique with movable environmental shelters, extensive lightning protection systems, and the logistics of transporting and installation of a 150-ton gantry crane for loading and unloading of all stages of rocket motors.”

    The Skytop team also had to contend with working in one of the more remote locations on the base, building atop rocky terrain including granite, granodiorite, and metamorphic deposits that required several blasting operations to level the sites.

    In all the level of coordination needed to bring these structures out of the ground was nothing short of amazing. Working with the explosive safety office, Naval Air Weapons Station China Lake, the NAWCWD energetics office, installation safety, fire, and police, Naval Ordnance Safety and Security Activity, and the local Explosive Ordnance Disposal unit to get approval to perform this work and then carried out the work with zero safety mishaps.

    OICC China Lake was established in August 2020 to provide engineering, acquisition, and execution oversight for military construction and repair projects necessitated by the devastating damage from the 6.4 and 7.1 magnitude earthquakes that occurred on July 4 and 5, 2019.
