    FORT WALKER, Virginia – Lt. Col. Jason Duffy, Fort Walker garrison commander, signed an Intergovernmental Service Agreement with Mayor Mark Gaines of the town of Bowling Green, VA today in a proactive effort to streamline installation efficiency and re-invest government dollars into the local economy.

    Leadership representing Bowling Green and Fort Walker, as well as Dave Leinberger, Department of the Army G-9 Community Partnerships program manager, and Fort Walker command and staff members, participated in the signing ceremony.

    Under the agreement, Bowling Green will provide general contracting services to Fort Walker to augment the in-house workforce for projects to include HVAC service and maintenance, roofing, and facility maintenance. This partnership will result in an estimated $230,000 annual savings for Fort Walker, while simultaneously providing an additional revenue stream for Bowling Green. The agreement also establishes a more efficient and timely acquisition method to achieve cost savings through economies of scale.

    “This partnership helps bring revenue to Bowling Green and ease obligations from the local taxpayers and is a step forward to making the town better,” said Gaines.

    Town Manager India Adams-Jacobs, who was instrumental in finalizing the agreement, shared her excitement about the new partnership.

    “As Town Manager, I am thrilled about this exciting new IGSA partnership between The Town of Bowling Green and Fort. Walker,” she said. “This opportunity allows us to enhance our long-standing partnership with Fort Walker, an anchor institution in our community, by supporting their procurement efforts while bringing revenue to the town. It allows us to support our local businesses in the Town of Bowling Green and Caroline County to strengthen our local economy.”

    Duffy highlighted the importance of exploring the mutually beneficial opportunities IGSAs bring to the table for Army installations and local communities surrounding them.

    “Today is a result of almost two years of hard work by the Bowling Green Town Council and some key Fort Walker staffers, and I could not be more proud to sign this IGSA here today as one of my final acts as garrison commander.” said Duffy. “This IGSA is mutually beneficial for the garrison and for the Town of Bowling Green – cost savings for the garrison and opens another potential source of revenue for the town. This partnership will also help to keep jobs local, which is another important aspect of our strong relationship with the great people here in Bowling Green.”
