    CONTINGENCY OPERATING BASE ADDER, Iraq -- Baghdad-Leadership responsibility for Iraq's most Southern enduring military base, Contingency Operating Base Adder, changed hands from the Special Troops Battalion 4th Brigade Combat Team, 1st Armored Division, to the 3-141st Infantry Battalion, 72nd Infantry Brigade Combat Team, during a transfer of authority ceremony April 1.

    The success of the event was attributed to the hard work put in by Command Sgt. Maj. Anthony Carter with the 3-141st Infantry Battalion and Sgt. Maj. Lauro Obeada with the 4th BCT, from the patriotic music flawlessly performed by the 1st Infantry Band to the seamless drill and ceremony of the 3-141st Infantry Battalion's Color Guard.

    Out-going commander, Lt. Col. Alan Shumate, commander of the STB, reflected on the months that passed without incidence while he was in command and the numerous successful missions completed by his troops before expressing his confidence in the abilities of the incoming command.

    As is typical of TOA, there were many "thank-you's" and "good- job" comments passed between the incoming and outgoing leadership. Less typical however, was the incoming commanders out-right admission of bewilderment over the complexity of the command he was soon to be taking over.

    "For the past three weeks, you and your troops have trained us on how to run this garrison and I have to say I am still perplexed by the complexity of the tremendous human effort it takes to provide all the Base Operating Support-Integration functions for this installation," said Col. Joachim Strenk.

    "We have a challenge in front of us to build on the accomplishments of the 4th AD of the 1st STB and [we'll] continue to provide quality of life programs while being responsible stewards of limited resources."

    The men and women on COB Adder perform a wide variety of missions. These run the gamut of everyday Army administrative activities, such as finance and legal. Soldiers on the post also interact with the local population, providing force security protection and performing regular servicing and maintenance on the water pump stations that serve the COB.
