JOINT BASE LEWIS-MCCHORD, Wash.— The Joint Base Lewis-McChord (JBLM) Yakima Training Center (YTC) and the Yakima Consortium for Regional Public Safety (YAKCORPS) signed a partnership proclamation at Joint Base Lewis-McChord, Washington, July 24, 2024.
The proclamation pursues a 10-year renewable partnership with YAKCORPS for Computer Aided Dispatch Licensing and Programming for the Spillman System. Spillman technologies are utilized by law enforcement and public safety organizations and allow YTC and public safety agencies in Yakima County to share data and respond to emergency situations across jurisdictional boundaries.
Dr. Monica D. Tolliver, manager of JBLM's Intergovernmental Support Agreement (IGSA), wrote the proclamation and alongside IGSA Chief Ms. Kristen Orcutt, organized the signing event.
"Intergovernmental Support Agreements are used to enhance Army readiness, promote cost savings [and] cost avoidance, gain efficiencies, improve the quality of life for Soldiers and families, and strengthen installation community relationships," said Dr. Tolliver.
When asked about her experiences facilitating the proclamation event, as well as its expected impact on service members and the American public, Dr. Tolliver stated, "As the Installation Agreements Manager for JBLM, I work closely with community stakeholders to promote an institutional mindset that relies on partnerships to ensure mission readiness in an era of reduced resources. In coordination with YAKCORPS, the HQ IMCOM Strategic Engagement Team, and I organized the Signing Ceremony between YAKCORPS and JBLM to celebrate a partnership that not only will serve JBLM Yakima Training Center, but the entire community."
JBLM Garrison Commander Col. Kent Park signed for YTC while Sheriff Robert Udell of the Yakima County Sheriff’s Office signed on behalf of YAKCORPS.
“We’re really excited about this partnership,” said Col. Park. “It’s something that we’ve been pursuing and not only is it a great initiative in terms of cost savings, but it really brings us closer to the community, which we really appreciate- strengthening our relationship.”
Sheriff Udell affirmed the commander’s sentiments. “Our relationship with the training center has been fantastic…One of the best, I’ve heard, in the country…and this just continues to make it even better.
“It’s a big part of our community,” said Udell. So, [we’re] happy to be here.”
The ceremony took place at JBLM Headquarters and was supported by the Headquarters Installation Management Command Strategic Engagement Team (SET). Also present were YTC Garrison Commander Lt. Col. Terry Gambrel, YTC Director of Emergency Services Mr. Michael Steward, YTC Chief of Police Mr. Anthony Narug, HQ IMCOM representative and Senior Project Manager Mr. Matthew Gilmartin, and IGSA Program Specialist Anson Blackall.
“This is a mutually beneficial partnership that the Army and Gen. Jones really support,” said Blackall. “[It’s] integrating with our community and IGSA with YAKCORPS. We look to save money, but we look for modernization and efficiencies, and this is a need for both JBLM and the sheriff’s office to be able to partner and…put our funds back into the local community and just continue our spirit of partnership.”
