136th Airlift Wing (Texas Air National Guard)

Command Master Sgt. Ricky Ramsey took over Command Chief responsibilities for the 136th Airlift Wing from Command Chief Master Sergeant Trey McKinney, III, during a change of responsibility ceremony July 27, 2024, here.

A change of responsibility ceremony is a ceremony steeped in military tradition and serves the function of rendering honors to the departing senior enlisted leader and providing official recognition of the transfer of responsibility to the incoming senior enlisted leader.

The presiding officer, U.S. Air National Guard Col. Chris Cornette, 136th Airlift Wing commander, expressed the importance of the Wing Command Chief position.

“I cannot overstate the importance of this position. This is my third level of command, and there is nothing I think is more important than my relationship with my Chief,” said Cornette. “At every level of command, I had the benefit and the blessing of having a strong chief to give me guidance, for me to learn from their perspectives and their leadership and their opinions and their values. And so this ceremony should capture why it’s so important to have a Wing Command Chief.”

During the ceremony, Cornette spoke highly of McKinney’s mentorship and welcomed Ramsey into the role.

“Chief Trey McKinney has been in this seat since June of ‘21. He has been invaluable for me as someone new coming in. So his advice, his leadership, and his mentorship really has been invaluable. I cannot thank him enough,” said Cornette. “Chief McKinney helped me to go about selecting his replacement. It was not an easy decision, but I felt comfortable in the objective decision that Chief Ramsey was the right person to fill those shoes. He's been a recruiter, he's been in CE (Civil Engineers), he's been in finance, been a First Sergeant — you have this breadth and depth of knowledge and expertise that will help me as a commander and help us.”

Beyond the commander, members of the 136 AW hold Ramsey in high regard and speak to his unique brand of leadership, including members of his former flight.

“When he came to the 136 AW in the Comptroller Flight, he made an impression on all of us,” said Master Sgt. Nicholas Skinner, 136th Airlift Wing Comptroller Flight, financial management operations chief. “He truly cares about his Airmens’ careers. I feel like I could call him at any moment and he’d drop what he was doing to try and help,

“Professional development, especially for his Airmen, is his passion. With that drive for professional development, he’s going to take us to the next level. The wing could not have picked a better person to be the Command Chief.”

As Ramsey took responsibility of the 136th Airlift Wing, he expressed his readiness to serve those he leads.

“My job is to be a servant leader, to give you all the tools and resources you need to be successful, to empower the chiefs, to empower all levels of supervision to make sure that when our Airmen come to the 136, they leave going into their communities, making sure our presence is felt,” said Ramsey. “So I'm ready to hear your ideas. I'm ready to be held accountable and to hold you accountable. No matter what challenges we face, we’re going to do it together, because we are a family, we’re friends, and above all, we’re the best wing in the Air National Guard.”
