    OKINAWA, JAPAN – On July 11th, 2024, U.S Marine Corps Gunnery Sergeant Julius A. Howard, a native of Cherry Point North Carolina, was awarded the Deputy Commandant for Manpower and Reserve Affairs Staff Non-Commissioned Officer Administrator of the Year for the entirety of the Marine Corps, making it the second year in a row that a Marine from 3d Marine Division has received this award, with the first being Staff Sergeant Marianne Joseph, a native of Kalihi, Hawaii.
    “These SNCOs are highly engaged leaders,” said Lieutenant Colonel Mary E. LeValley, the Assistant Chief of Staff, Personnel, 3d Marine Division. “They placed themselves in the shoes of our junior Marines – they sought to understand their concerns and pressures and then sought to mitigate those problems by lending their leadership and support.”
    Marines in administrative sections at 3d Marine Division manage tracking and accountability for general, operational, and manpower purposes. In short- they paint an accurate battlefield picture of a large, dispersed unit that is spread throughout the Western Indo-Pacific.
    “My initial spark for administration soon transformed into a passion for aiding others and leading a high-functioning team within the Marine Corps,” said Howard. “I recognized its importance in every corner of the globe, which fueled my desire to explore and travel.”
    When Howard checked into 3d Marine Division, he was given the challenge to implement the Electronic Records Management (ERM) System for the entirety of the Division on a tight deadline. The ERM is how all federal agencies are now managing both permanent and temporary records in accessible electronic formats. The effective implementation of the ERM enables 3d Marine Division to be more efficient, accountable, responsive, and operationally effective.
    “The success of this project was made possible by the unwavering support of my senior leadership,” stated Howard, “They entrusted me with this challenge and provided the necessary time and resources to complete it.”
    “GySgt Howard aced the 9-month assignment due to his humility and tenacity,” said LeValley. “He earned noteworthy recognition from the Commanding General and a Navy and Marine Corps Commendation Medal for his accomplishments in support of the Commanding General’s Readiness Inspection.”
    Howard said that the most vital key to success is for Marines to take care of each other, no matter their rank or position.
    “Whether mentoring Marines or checking someone new into the unit, it’s crucial to show genuine care and concern,” Howard concluded. “Motivate and train the Marines under your charge so they are prepared to take your place when you're gone.”
    “The previous winner, Staff Sergeant Marianne Joseph, shared similar qualities that led her to also receive this award the year prior,” said LeValley. “Joseph not only maintained the active duty and reserve component staffing slates for the Division and Command Element, but she also assisted the multiple subordinate, battalion sized commands in managing their own slates.”
    “She was very humble about the reality of being deployed over the holidays and had such a defining servant attitude,” said LeValley. “I will never forget it.”
    The necessity for skilled admin staff non-commissioned officers is evident as they continue to guide, mentor, and empower junior Marines to handle diverse tasks confidently and develop a bias for action. Moreover, their ongoing efforts to develop more efficient workflow processes are crucial for the future success of the administrative team, solidifying their role as the backbone of the Division's operational excellence.
