    3rd Infantry Division

FORT STEWART, Ga. – On August 8, 2024, Fort Stewart welcomed Brig. Gen. Lionel Meny as the new Deputy Commanding General of Readiness for the 3rd Infantry Division (3rd ID). Meny is here as part of a U.S. and French exchange program made possible by the Army’s Military Personnel Exchange Program.

“Today he’s a real ally in Europe,” said Maj. Gen. Christopher Norrie, Commander of the 3rd ID, at the welcome ceremony. “Building their own combat powers, standing with real formations, ready to defend our shared interests… that is real. And France’s commitment to that is manifested this morning with our welcoming of General Meny to the 3rd ID.”

Meny, a native of Mulhouse, France, commissioned into the infantry in 1995 after graduating from the French Military Academy of Saint-Cyr.
His regimental service has included several assignments with armored infantry units as a tank platoon leader, infantry platoon leader and company commander. 2016-2018, he was the chief of staff for France’s Army Aviation Brigade, and in 2021, he was appointed chief of staff of the 1st Division in Besancon.

Meny has had multiple tours overseas, including managing French operations in Afghanistan and serving as the chief of the Joint Operational Center in Paris.

“If I were to describe my leadership philosophy, it would be to know and love the people you’re assigned with,” Meny said. “Those that you have the chance and the honor to command. Really know them. Really help them to pass on what they believe are their own possibilities. Find in each of them that very quality that they have - and all of them have one - and exploit it and make them believe in it.”

Meny’s extensive military education includes completion of the German Armored Company Commander’s Course, French Staff College, Advanced Staff College of the Belgian Royal Academy and French Center for Higher Military Studies. He also attended the Institute for Higher National Defense Studies.

Meny remarked on the importance of modernization and how it plays a crucial role in keeping the division lethal.

“My point of attention in this role is in how the division maintains its capability to commit and win the first fight,” Meny answered when asked about his strategy to enhance operational readiness within the 3rd ID.

“This is a matter of training, equipment, people serving and a matter of getting everything that is new within warfare. So, new innovations and adaptations. Which is probably what will be one of my responsibilities here as commanding general.”

As a newly appointed leader in the Marne Division, he will continue to share his useful knowledge and expertise for the upcoming years.

“It’s an honor to be in this prestigious division,” Meny said. “For its history and for the length of time it has stood with strength. It represents a combination of two countries. It’s a great honor to be in one of - I think - the most powerful divisions ever. Suffice to say, I’m really proud to modestly claim myself as a Dogface Soldier.”
