    BRAC PMO provided information, other agency resources and networking opportunities to existing contractors and businesses from zip codes: 94107, 94124 and 94134 at the Mayor’s Hunters Point Shipyard Citizens’ Advisory Committee (HPSCAC) Business and Employment Subcommittee meeting Sep. 11, 2024.
    The well-attended gathering held at the Office of Community Investment and Infrastructure’s Site Office at Hunters Point, provided an opportunity for local businesses to learn more about upcoming building demolition project work at HPNS and gain insights into the federal-contracting process. Representatives from BRAC PMO, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW)’s Contracting Office, NAVFAC SW’s Office of Small Business Programs, and Northern California (NorCal) APEX Accelerator (formerly PTAC) were present to provide valuable information, answer questions, and assist local businesses.

    The meeting provided specific details about N62473-19-D-1237 Task Order N6247324RE501 – Parcel G Building Demolition at BRAC Former Hunters Point Naval Shipyard, San Francisco, a task order that will be awarded under an existing NAVFAC SW Multiple Award Construction Contract (MACC) to “perform the demolition of six building and miscellaneous structures at Hunters Point,” according to a Request For Offer (RFO) released June 6, 2024.

    In addition, the Request For Proposal (RFP) for a new indefinite-delivery indefinite-quantity (IDIQ) building demolition MACC, from which task orders will be issued against (Solicitation N62473-23-R-1214) for an additional 98 buildings at HPNS was discussed with attendees to clarify language and ensure Navy objectives regarding local hiring and employment are achieved. Information about Parcel G is available on BRAC’s Information Hub. In addition, information was provided on NorCal APEX’s free services to help businesses get started and succeed in federal contracting.

    “We have heard you and we know we need to do more to ensure that more local businesses, contractors, and community members are doing the work here at Hunters Point,” explained Renae Kvendru, NAVFAC SW Chief of the Contracting Office. In response to the request for more local representation, NAVFAC SW is including a requirement in the Parcel G task order that a minimum of 23% of all on-site work be set-aside for qualified locally owned businesses and a minimum of 23% of all on-site labor shall be conducted by local residents.

    Michael Pound, HPNS Base Realignment and Closure (BRAC) Environmental Coordinator addressed the more than 65 contractors, providing resources for contractors and local businesses owners.

    “We will take the questions, get them to the correct offices to answer, and we will post them to the BRAC website and promote on our Information Hub to ensure transparency, so that everyone receives the same information at the same time. In consideration of the Procurement Integrity Act, we want to ensure fair and equal access for all interested businesses,” explained Pound. The Procurement Integrity Act prohibits the release of source selection and contractor bid or proposal information according to the U.S. Department of Justice’s website (Justice Management Division | Procurement Integrity).

    A number of NAVFAC SW MACC prime contractors (Clark Construction Group – California, LP, ECC Infrastructure LLC, R.A. Burch Construction Company, Inc., and Walsh Federal, LLC) attended the meeting conducting outreach in an effort to secure more local support to fulfill existing and new contract opportunities.

    “We have been a contractor with the Navy for more than 30 years and are currently doing work here at Hunters Point,” explained Marc Mizrahi, Senior Program Manager for ECC Infrastructure LLC. “We are looking to engage with hyper local companies along with other industry partners, for everything from support for our demolition work, hazardous abatement - really all work and sub-contract work to support the remediation efforts here at Hunters Point.”

    The event allowed for networking between contractors who hold current Navy contracts, prospective contractors, primarily local businesses and residents looking to fulfill the 23% local contracting goal.

    A number of local community members actively seeking to better their community and bring economic opportunities to Hunters Point acknowledged the Navy’s efforts to address community concerns.

    “This is a game changer. It’s unprecedented. Look at this as a pilot project. What you are doing is unprecedented but understand we will hold the Navy accountable to make sure the work and the jobs come to this community,” explained long-time resident, Linda Fadeke Richardson, Chair of the Land Use, Planning and Transportation of the Bayview Hunters Point Project Area Committee of the San Francisco Redevelopment Agency.

    The Chair of the HPSCAC, Dr. Veronica Hunnicutt closed the proceedings echoing Richardson’s sentiments and acknowledging the Navy’s efforts in getting the right people to answer the community’s questions and work cooperatively towards a solution.

    “We thank the Navy for listening to us and bringing the right people to address the issues at hand. This community has been here for generations. These contracts will provide much needed financial security, work, housing and generational wealth-building opportunities for Hunters Point, Bayview and the City of San Franciso,” explaine Hunnicutt.

    The HPNS is located in the southeastern portion of the city of San Francisco on a peninsula that extends into the San Francisco Bay and was operated as a commercial dry dock facility from 1869 until December 29, 1939, when the Navy purchased the property.

    In 1974, the Navy ceased shipyard operations at HPNS, and the property was identified for BRAC closure in 1991. Since that time, the Navy has been actively investigating and cleaning up the installation to prepare it for transfer to the City of San Francisco.
