    When Hurricane Milton’s path required the Florida National Guard’s activation, the 146th Expeditionary Signal Battalion (ESB) began its mission to conduct joint reception, staging, onward movement and integration (JRSOI) operations at Camp Blanding Joint Training Center, Oct. 6.

    During hurricane activations, JRSOI operations receive Emergency Management Assistance Compact (EMAC) response units from other states. These EMAC units receive missions throughout Florida, based on circumstances created by the storm, and assist in recovery efforts after that storm has blown through. EMAC agreements provide assistance during natural disasters, among other emergency situations, through a system wherein states send personnel, equipment and commodities to help other states with disaster response.

    The 146th ESB’s Bravo, Charlie and Headquarters Companies represented the battalion’s main effort in these operations to sustain EMAC personnel in Camp Blanding. More specifically, this support ensured that out-of-state Soldiers received food, lodging and vehicle maintenance to ensure their readiness to execute missions after Milton’s landfall in Florida.

    For example, the 146th’s Bravo Company provided support for the 1053rd Transportation Company (TC) from Bennettsville, South Carolina, as they processed through Camp Blanding. The 1053rd TC went on to serve as an attachment to the Florida Army National Guard’s 3rd Battalion, 265th Air Defense Artillery Regiment, which responded to hurricane-impacted areas on Florida’s west coast. When the 1053rd’s Soldiers ended their mission, they came under the 146th ESB’s care once more at Camp Blanding as they prepared to return home.

    Collectively, the three companies of the 146th ESB conducted JRSOI operations for approximately 2000 Soldiers and 500 tactical vehicles from units representing several states that reported to Florida during Milton, including: South Carolina, Ohio, New York, Indiana, Minnesota, Virginia, West Virginia, Louisiana, Arkansas and Alaska.

    The 146th ESB is headquartered in Jacksonville, Florida. It is a subordinate unit within the 50th Regional Support Group, based in Homestead.
