    CHARLESTON, S.C. — Naval Information Warfare Center (NIWC) Atlantic selected Mr. Robert Taylor as the NIWC Atlantic Senior Scientific Technical Manager (SSTM) for Electromagnetic Spectrum Operations (EMSO).

    In this role, Taylor will lead the integration of new technologies, systems, and approaches from electronic warfare (EW), communications, intelligence, space, and cyberspace mission areas to sense, characterize, protect, conceal, exploit, attack, and maneuver within the electromagnetic spectrum.
    Taylor brings more than 20 years of experience in the Department of the Navy and Joint efforts focused on research, development, and engineering in the domains of Command, Control, Communications, Computing, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting (C5ISRT), EW and EMSO.
    Serving as the Principal Investigator (PI) for Defense Advanced Research Projects Agency (DARPA) All Source Combat Operations and Targeting (ASCOT) he also developed a Live Virtual and Constructive test bed. He led his team to sail on numerous at-sea demonstrations and experiments working with Carrier Strike Groups to shape and develop new capabilities for the fleet.
    Taylor is a graduate of the Naval Postgraduate School with a master's degree in electrical engineering focused on Cybersecurity and EW as well as a master's degree in computer engineering from Clemson University focused on High Performance Architectures. He holds a Bachelor of Science from the University of South Carolina in Computer Engineering. He is currently pursuing his Ph.D. in Computer Science from Clemson University.
