    Soldier critically injures fellow Soldier, sentenced to 10 years in prison

    KAISERSLAUTERN, Germany – A Soldier who struck a fellow Soldier with his vehicle and then lied about it to authorities was sentenced in a military courthouse Oct. 31 to 10 years confinement.

    Spc. Frank Williams, 24, intentionally drove his car into a fellow Soldier in Kaiserslautern, Germany in August 2023, inflicting the victim with serious medical issues including severe Traumatic Brain Injury.

    After driving into the victim, Williams drove from Kaiserslautern to the U.S. installation in Baumholder, Germany, 45 minutes away and lied to authorities there about how his car had been damaged, claiming instead he had hit a deer.

    The decade-long sentence was part of a plea deal in the case which included Williams pleading guilty to maiming and false official statement offenses. Prosecutors dismissed more serious charges including attempted murder.

    The judge also sentenced Williams to a reduction in rank to E1 and a dishonorable discharge.

    “We take acts of violence very seriously and this incident is no exception,” said Department of Army Criminal Investigation Division’s Europe Field Office, Special Agent in Charge Ryan Hall. “This investigation revealed a deliberate act that put a fellow Soldier’s life in grave danger. The guilty plea demonstrates that justice will be served, we remain committed to ensuring the safety of all Soldiers and personnel in our community.”

    “I thank the law enforcement team including our host nation partners for their hard work in this case,” said Maj. Sara Nicholson, lead prosecutor, Army Office of Special Trial Counsel Kaiserslautern Field Office officer in charge. “I also commend the courage of the victim and his family in this case who made clear to the military judge how this heinous act will impact him for the rest of his life.”

    This investigation was conducted by Army CID’s Kaiserslautern Field Office, led by Assistant Special Agent in Charge Dave Emond, with assistance from German authorities. The case was prosecuted by Nicholson with assistance by Cpt. Simeon Lyons, 21st Theater Sustainment Command, Office of the Staff Judge Advocate.

    The Army Office of Special Trial Counsel is comprised of specially trained military lawyers, legal professionals and support staff responsible for the expert and independent prosecution of murder, sexual assault, domestic violence, child abuse, kidnapping and other serious criminal offenses.
