    FORT BELVOIR, Va. -- The U.S. Army Intelligence and Security Command (INSCOM) conducted a Change of Responsibility Ceremony at the Nolan Building, Fort Belvoir, Virginia, Oct. 8.

    The ceremony, officiated by Maj. Gen. Timothy D. Brown, commanding general, INSCOM, welcomed Command Sgt. Maj. Anthony M. Rangel III, and bid farewell to Command Sgt. Maj. Kyle J. Gillam.

    Brown expressed his appreciation for Gillam and his family for their dedication to the command and the impact they’ve had on the organization.

    “We owe you an unpayable debt for your tremendous service to INSCOM. You are the epitome of the rockstar Sergeant Major," said Brown. "Thank you for everything that you have done for me personally, for each of our family members, and each of our team members here at INSCOM. We wish you the absolute very best at DIA.”

    Gillam, who will continue serving in a new role as the Defense Intelligence Agency's (DIA) senior enlisted advisor, was thankful for his time at INSCOM and highlighted the accomplishments of all the people at the organization, including the command’s Major Subordinate Commands (MSC).

    “Every instance I have gotten to spend with you helped me in my ability to help you in what needed to be done for our team, so thank you,” Gillam expressed. “Thank you for being here and thank you for being great teammates.”

    Gillam went on to express his appreciation for the journey he endured within the command and welcomed Rangel to his new formation.

    “There is no better person who is set up right now to take this INSCOM formation and continue to transform it and modernize it for the next couple of years," said Gillam. “The best ever is my always response, Vigilance Always, and Be All You Can Be!”

    Gillam passed the senior enlisted advisor role to Rangel, who has held positions at every echelon, most recently serving as the senior enlisted leader for the Operations and Integration Directorate (DAMI-OI), Deputy Chief of Staff, G-2, Department of the Army, Washington, D.C.

    Brown enthusiastically welcomed Rangel to the command.

    “You are more than ready to coach, mentor and lead the Soldiers, civilians, and contractors; and support the family members at INSCOM as we get ready for the next fight," said Brown. "You have an amazing track record of leadership excellence as well at every echelon. It’s an honor to have you on the team.”

    Rangel is looking forward to serving at INSCOM and collaborating with leaders, allies, Soldiers, and civilians alike; innovating and adapting to meet challenges head-on.

    “Together, we will strengthen our capabilities, ensuring we stay vigilant and prepared to face any threat,” said Rangel. “I am excited about the opportunity to help lead this remarkable organization, one that has a proud legacy of excellence.”

    INSCOM executes mission command of operational intelligence and security forces; conducts and synchronizes worldwide multidiscipline and all-source intelligence and security operations; and delivers linguist support and intelligence-related advanced skills training, acquisition support, logistics, communications, and other specialized capabilities in support of Army, Joint, Coalition Commands and the U.S. Intelligence Community.
