    MAYPORT Fla. (November 22, 2024) – Cmdr. Steven Fresse relieved Cmdr. Justin Neff as USS Minneapolis-St. Paul (LCS 21) Commanding Officer, during a change of command ceremony at Naval Station Mayport, November 22.

    While under Neff’s command, he actively spearheaded USS Minneapolis-St Paul’s path to her maiden deployment. Neff oversaw the flawless completion of Docking/Undocking, Ammo Onload, Post Delivery Testing, post shakedown qualifications, and all basic phase certifications in the following Tier 1 mission areas; Mobility Navigation, Mobility Aviation, Mobility Seamanship, Mobility Engineering, Mobility Damage Control, and Communications. Certifications in the following Tier 2 and decoupled mission areas; Air Warfare, Surface Warfare, Electronic Warfare, Anti-Submarine Warfare, Explosive Safety, Fleet Support Operations-Medical. Along with successfully completing the ship’s Light Off Assessment, READ-5, Aviation Facilities Assessment, Damage Control Material Assessment, and Damage Control-Industrial Assessment.

    In 2024 the ship was awarded the Maritime Warfare Black “E”, Command and Control Green ”E”, Engineering/Survivability Red “E”, and Ship Safety Yellow “E.”

    Minneapolis-St. Paul played a pivotal role in promoting Navy and LCS appreciation by attending numerous namesake visits continuously strengthening ties in the community. Minneapolis-St. Paul hosted numerous private and public tours visits to include the Mexican Navy, CNSL Deputy Commander, flag level distinguished visitors and staff totaling over 1500 visitors onboard.

    Cmdr. Neff is a native of Fishkill, New York, and previously served as the executive officer aboard USS Minneapolis-St. Paul (LCS 21). Neff will report to Commander, Littoral Ship Squadron Two as part of the Commanders Action Group.

    Cmdr. Fresse is a native of Hoboken, New Jersey and he previously served as the executive officer aboard Minneapolis-St.Paul.

    Minneapolis-St. Paul, homeported in Mayport, FL., is assigned to Littoral Combat Ship Squadron 2.

    LCS are a fast, agile, mission-focused platform designed to operate in near-shore environments and winning against 21st-century coastal threats. The LCS is capable of supporting forward presence, maritime security, sea control, and deterrence.
