More than 300 contracting professionals gathered in San Antonio Nov. 12-14 for the 2024 Worldwide Operational Acquisition Training Summit to collaborate about how to better execute installation and mission support programs for Air Force Great Power Competition operations.
With session themes like “The Acquisition Warfighter” and “Lethality in Operational Acquisition,” the purpose of the summit was to educate the operational acquisition workforce on new tools and techniques for how to better accomplish their mission, while also creating a collaborative forum for discussing common challenges and sharing best practices.
The event was hosted by the Air Force Installation Contracting Center, a subordinate unit of the Air Force Installation and Mission Support Center.
“Continuous professional development is essential for staying current with acquisition best practices, policy changes and emerging technologies,” said Brig. Gen. Lance French, AFICC commander. “Mentoring new acquisition professionals and investing in skills training ensures a knowledgeable workforce that can adapt to evolving acquisition environments.”
There is nothing constant but change and acquisition professionals are change agents, said Maj. Gen. Alice Treviño, deputy assistant secretary for contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics.
“Everything we are doing in our flight plan not only has to do with alignment prioritization and simplification, but also operational systems and enterprise contracting,” she said.
The summit agenda included sessions revolving around the Great Power Competition, power projection platforms, technology, processes and human factors that enable the rapid and effective delivery of capability to the warfighter and developing the most important asset, which is the people behind the mission.
“Our contracting team plays a huge role in keeping our installations power projection platforms,” said Sam Grable, AFIMSC executive director. “We are grateful to have such a strong foundation, and we rely on each and every individual, especially as we project through GPC.”
The summit not only provided necessary training and updates for the contracting community but allowed for several networking breaks, an integral piece of how these events help build capability and expertise.

During the summit, French also shared that he set a new goal for AFICC to lead acquisition savings of $6 billion by the end of 2026. AFICC has managed a DAF-wide cost savings tracker and associated category management operations for the past eight years that has helped save $4.5 billion to dat.
“We’re not here to simply follow the status quo, we’re here to redefine it,” French said. “Whether you’re in the field, behind the desk or anywhere in between, each person plays a vital role in making our operations more lethal, more efficient and more successful.”
